Where Melbourne roofs let water in

FEMA's mitigation teams trace storm leaks to a short list: damaged roof coverings, lost ridge vents and soffits, wall coverings, and the gaps around windows and doors. In Matthew, Brevard's wind damage was mostly shingles, soffits, awnings and pool enclosures, and the peak gust at Melbourne International was 70 mph.

Between storms, leaks start where the code requires flashing: at walls, at changes in slope or direction, and around pipes and vents. On a house from 1985, Melbourne's median year, that flashing may be older than the shingles if it was reused at the last re-roof. Today's code bars reinstalling rusted or damaged flashing, edge metal and vent collars.

The lagoon matters as well. Water is 11.6% of the city's area, and during Dorian in 2019 the Indian River Lagoon stood about 2 feet above ground level. High water is a flood problem rather than a roof one, but homes facing open water also caught the worst of Matthew's wind.

Patch, section or whole roof on a Melbourne house

Florida's code lets no more than a quarter of a roof, or of one roof section, be repaired in a 12-month window. Go past it and the entire section must meet current code, unless the existing roof dates from the 2007 code or later, in which case only the new work must. A 1985 Melbourne roof that has never been replaced is on the wrong side of that line.

Tile is its own case. Wind alone rarely breaks tile; flying debris does. Most tile roofs can be repaired, and when a matching tile is out of production, a harvest-and-repair moves tiles from a hidden slope to the street side. Cracked or broken tile may not go back on, and no tile should be laid over damaged underlayment.

Does a small roof leak repair in Melbourne need a permit?

Maybe not. The Florida Building Code requires a permit to repair a building but lets the building official approve ordinary minor repairs without one. In Melbourne that official works in the City of Melbourne Building Section, so describe the job there before work starts. A repair that grows toward a quarter of the roof is different: past the 25% line, the section has to be redone under a re-roof permit.

What do bald or curling shingles on a Melbourne roof mean?

Age, more than storm damage.
