Roof repair in Cocoa Beach, FL

In 2024, on Oct. 9, a Hurricane Milton EF-1 tornado came ashore in Cocoa Beach, damaged roofs and garages, and removed a large part of a bank's roof at 90-95 mph. It also caused partial roof loss in a residential area at 80-90 mph. Many repairs here start with that kind of partial loss.

Where Cocoa Beach roofs fail in a storm

Partial loss, not total loss, is the usual pattern. The Milton tornado left some roofs mostly standing. Hurricane Matthew in 2016 put a 77 mph gust on Cocoa Beach, and the damage across Brevard County mostly involved shingles, soffits and awnings. Shingle loss, torn flashing and lost soffit panels are the repairs you are most likely to need.

Start looking at the ridge and the vents. FEMA field teams found that losing ridge vents opens large holes in the roof deck, and one example house had ceilings collapse though the only roof damage was lost ridge shingles and ridge vent. Water also tracks in where the code requires flashing: wall and roof intersections, changes of slope, and openings such as vent pipes and chimneys.

Soffits deserve a look too. FEMA notes they have performed poorly in hurricanes, and a failed soffit often lets in significant water. A roofing contractor may repair fascia as needed during a roof repair.

The 25% rule

Patch or full roof: where the 25 percent line falls

Florida's building code sets a 12-month limit on patching: 25 percent of the roof or roof section. If your Milton or Matthew damage plus other work crosses that limit, the covering on the whole section has to be replaced or recovered. That limit is the main legal line between a repair and a replacement.

One exception can keep a repair small. A roof built, repaired or replaced to the 2007 Florida Building Code or a later edition only needs the repaired part to meet current code, and no city can amend that. The median Cocoa Beach home dates to 1975, but that year describes the homes, not the roofs on them. A roof falls under the 2007 exception only if that roof was built, repaired or replaced in compliance with the 2007 Florida Building Code or later, which took effect March 1, 2009, and otherwise the 25 percent limit may apply.

Ask the Cocoa Beach Building Division whether your repair needs a permit. State code lets the building official approve ordinary minor repairs without one. Plans examination is not required for reroofs.

What to do safely after a storm

  • Stay off the roof. Look from the ground for missing tabs, exposed felt and loose ridge pieces.
  • Check the attic for visible leaks on the underside of the decking and for soft spots.
  • Photograph ceilings and any stains before anything is moved.

For insurance, read your policy and call your insurer or agent. A roofer may not advise you on coverage or offer anything of value for an inspection or claim. Notice of a new claim must reach the insurer within 1 year of the date of loss.

What is the 25% roof rule in Florida?

It caps patching at 25 percent of a roof or roof section in any 12-month period. Past that, the entire roof section must be replaced or recovered. A roof built, repaired or replaced to the 2007 Florida Building Code or later is treated differently, and only the repaired portion must meet current code. With a median build year of 1975 in Cocoa Beach, many roofs here likely fall under the rule.

Does a small roof repair in Cocoa Beach need a permit?

That is the building official's call. State code allows ordinary minor repairs with the official's approval and no permit. Roof permits here go through the City of Cocoa Beach Building Division, so confirm with that office before work starts. Reroofs do not require plans examination.

What roof parts leak first after high winds?

Ridge vents, flashing and soffits are common failure points. FEMA found that lost ridge vents expose large openings in the deck. Leaks also follow wall intersections, slope changes and vent pipes, where code requires flashing. After the 2024 Milton tornado in Cocoa Beach, check the attic for visible leaks and soft decking before the next rain.
