Roof inspections in Brevard County, FL
The median Brevard County home was built in 1988, and Citizens requires a 4-point inspection on applications for homes more than 20 years old, which takes in most of the county's housing. What happens next depends on the roof's own age: Florida's 15-year rule, Citizens' 25- and 50-year lines and the wind mitigation form all start there.

Insurers judge the roof, not the house. Under Fla. Stat. 627.7011(5), age cannot be the sole reason to refuse or non-renew a policy on a roof under 15, or on an older roof an authorized inspector finds has 5 or more years left. The 4-point, Citizens' roof form and the wind mitigation form each record the roof differently.
Roof age
The 15-year rule meets a 1988 housing stock
Florida's rule is narrow. Roof age alone cannot be the reason an insurer refuses or non-renews a homeowner's policy while the roof is younger than 15. At 15 or older, it must let you hire an authorized inspector at your expense before requiring a replacement, and it cannot act on age alone if the inspection shows 5 or more years of life. It has applied to homeowner's policies written or renewed from July 1, 2022 on.
Only 10.9% of Brevard homes date from 2010 or later, so the rule mostly bites on roofs replaced before about 2011. Age runs from the last full replacement, so keep the permit from your last re-roof.

Citizens' age lines and the roof page of a 4-point
Citizens Property Insurance wants proof of at least five years of remaining life on shingle roofs older than 25 years and on tile, slate, clay, concrete or metal roofs older than 50, and a 4-point inspection for homes and mobile homes over 20 years old.
The 4-point's roof page records the covering, age, remaining life, last roofing permit date, full or partial replacement, condition and a damage list running from curling shingles to soft decking and attic leaks. Citizens accepts it in place of the separate Roof Inspection Form when photos of each slope come with it. After Milton affected 405 Brevard structures in 2024, that damage list is where storm wear shows.
Wind mitigation
Wind mitigation forms on the Space Coast
The wind mitigation form, OIR-B1-1802 (Rev. 04/26), took effect April 1, 2026 and stays valid up to five years if nothing material changes. It records code era, wind region, roof slope and covering, deck nailing, the roof-to-wall connection, roof shape and any secondary water barrier. Insurers must offer credits for proven wind-loss features, and the state says those apply only to the hurricane-wind portion of a policy.
The region comes from the ASCE 7-22 design speed at your address: Region 1 at 140 mph or more, Region 2 at 130 to 139, Region 3 below 130. Brevard County's address-level wind speed maps make a useful cross-check. The signer must inspect in person, and the law lists who insurers must accept, from trained home inspectors to engineers and architects.
Mobile homes
Mobile homes, state grants and the next step
Mobile homes are 7.2% of Brevard's housing units. Senate staff note the 15-year statute does not apply to mobile home policies, though Citizens' 4-point rule still does. Irma's Turkey Creek tornado damaged more than a dozen mobile homes in Palm Bay Estates.

Stat. 215.5586, offers wind inspections for owner-occupied, homesteaded, site-built single-family homes, plus matching grants with added conditions, such as a build date before 2008, toward roof-to-wall connections, deck attachment, a secondary water barrier or a new roof covering. Is a wind mitigation inspection required in Brevard County?
It is an insurance document rather than a permit item, and it can pay. Insurers must offer discounts, credits or deductible reductions for proven wind-loss features such as deck attachment, roof-to-wall connections and a secondary water barrier, and the form stays valid up to five years. Brevard homes are graded by design wind speed region, and Brevard County's wind speed maps show the speed used for permits. Your insurer or agent knows which credits apply.
How old can my roof be before a Brevard insurer pushes back?
The state line is 15 years. Below it, age alone cannot be the reason to refuse or non-renew a homeowner's policy, and above it an authorized inspection showing 5 or more years of life blocks an age-only refusal. Citizens adds documentation lines at 25 years for shingle and 50 for tile or metal. With the median Brevard home built in 1988, an original shingle roof would be past both of those lines.
What shows up as a problem on the roof part of a 4-point?
The form's damage list: cracking, cupping or curling, heavy granule loss, exposed asphalt or felt, missing, loose or cracked tabs or tiles, soft decking, hail marks and visible leaks in the attic or on ceilings. It also records the roof's age, its remaining life and the last roofing permit. In Brevard, storm wear is the usual source; Matthew's 2016 damage here ran to shingles and soffits.
Does the 15-year roof law cover my mobile home in Brevard?
No. Senate staff note that the 15-year provision of Fla. Stat. 627.7011(5) does not apply to mobile home policies. Citizens still requires a 4-point inspection, roof included, on mobile home applications more than 20 years old.
