About 34.1% of Brevard County's 299,305 housing units are something other than a detached single-family house, and multi-unit buildings usually share a roof that an owner or association manages. For those roofs and for commercial buildings, Florida's code turns on drainage, wind at the edges and whether a recover is even allowed.

Commercial roofs in Brevard, in short
Outside the High-Velocity Hurricane Zone, Brevard's commercial roofs follow the statewide Chapter 15 rules: a quarter inch of slope per foot on new low-slope roofs, drainage within 48 hours, wind-tested metal edges, and no recover over wet roofs or two existing layers. Condo buildings three stories or taller add a reserve study.

Drainage decides a flat roof here. New built-up, modified bitumen, single-ply, foam and liquid-applied roofs need at least a quarter inch of slope per foot, and positive drainage means the roof clears within 48 hours of rain after allowing for deck deflection.
Milton dropped 3 to 6.5 inches across Brevard in 2024, and Atlas 14 puts Melbourne's 100-year, 1-hour rainfall at 4.37 inches. The plumbing code sizes roof drains on that 100-year hourly rate, from its own map or approved local data, and requires secondary overflow drains or scuppers wherever a raised edge could trap water behind clogged drains.

The code treats a low-slope roof's edge as its own wind part. Metal edge systems on built-up, modified bitumen and single-ply roofs are designed for Chapter 16 loads and tested to ANSI/SPRI ES-1 or RAS 111, and gutters that hold down a membrane edge must pass SPRI GT-1.
Those loads start from the design wind speed, and Brevard County publishes address-level wind speed maps by risk category for permitting. Nicole gusted to 65 to 75 mph along the coast in 2022, Milton reached 80 mph near the shore in 2024, and NWS Melbourne calls central Florida the nation's lightning capital.
Options
Coat, recover or tear off a Brevard building's roof
No recover may go over a water-soaked or deteriorated roof, over two or more existing layers, over tile or slate, or over blisters left unsecured. Past that, the choice is diagnosis:
- Find out how many roof layers the building already carries; at two, the old roofing comes off.
- Locate wet areas with a moisture survey, then verify the readings with core samples.
- Time how long water stands after rain against the 48-hour test, and pick a coating rated for any ponding left.
- Weigh the 25% rule against the roof's code era.
- Ask for the product approval number on everything going onto the roof.
A coating sold to stop leaks or extend a roof's life is roofing work under Florida's contractor law, so it belongs with a roofing contractor rather than a painting crew.

Condo reserve studies and commercial permits in Brevard
A residential condominium association needs a structural integrity reserve study at least every 10 years for each building three habitable stories or taller, and the roof comes first on its list. The study gives each item a remaining useful life, which turns the roof into a budget line for the board.
Permits come from the 15 city and town offices or, for unincorporated areas, Brevard County Planning & Development. Re-roofs skip plan review but are inspected, and Indian Harbour Beach lists its own Roof Affidavit and Product Approval Affidavit. NRCA advises roof inspections every fall and spring.

Which office permits a commercial re-roof in Melbourne or Cocoa Beach?
The city's. Melbourne's Building Section and the City of Cocoa Beach Building Division both issue their own permits, as do 13 other Brevard municipalities. Buildings in unincorporated areas such as Merritt Island go to Brevard County Planning & Development. A re-roof skips plan review under the Florida Building Code but still needs its inspections, and Indian Harbour Beach, for one, adds a Roof Affidavit and a Product Approval Affidavit.
How long can water stand on a flat roof in Brevard?
About 48 hours at most. The code defines positive drainage as a roof that drains within 48 hours of rain, and the roofing trade's manual uses the same test. Manufacturer warranties typically require positive drainage or exclude damage without it. Brevard rain puts that to the test: Milton dropped 3 to 6.5 inches in 2024, and Atlas 14's 100-year, 1-hour figure for Melbourne is 4.37 inches.
Does a Brevard condo building need a roof reserve study?
If it is a residential condominium building three habitable stories or higher, yes. Fla. Stat. 718.112(2)(g) requires a structural integrity reserve study at least every 10 years for each such building, with the roof first on the list, based on a visual inspection. In Brevard, where about a third of the 299,305 housing units are not detached houses, many associations carry that duty.
Can we coat our building's flat roof instead of replacing it?
