Tornado and hurricane loads on Polk roofs
Polk's worst roof days are not all hurricanes. NOAA counted 10 tornadoes in the county from 2016 through 2025, and the two EF2s both touched Lakeland: one in 2017, one in 2019 on a path toward Kathleen. Its files add 31 thunderstorm-wind reports over the same years.
Hurricane gusts test the same spots. Irma reached 75 knots near Bartow, Ian 78 mph in Bartow and Milton 87 mph at Winter Haven. Irma alone left 7,710 Polk homes or businesses with minor damage, on top of the 1,604 with major damage.
Weak points
Ridges, vents, soffits and flashing fail first
After Ian, FEMA's assessment found hips and ridges were the most common damage on both newer and older roofs. Its teams also point to lost ridge vents, which leave an open slot along the deck; in one FEMA example, ceilings fell although the only roof damage was the ridge cap and vent. Soffits have a poor hurricane record as well, and the 2007 Florida Building Code began requiring them to resist the same wind loads as walls.
Between storms, leaks follow the flashing: where a roof meets a wall, where slope or direction changes, and around vents and pipes (R903.2.1). Lakeland 2 averages 82.8 days a year with a tenth of an inch of rain or more, enough to find any gap that opens.

Repair or replace
The 25% rule and a 2009 install date
Florida's code limits repair, replacement or recover to 25% of a roof or roof section in any 12 months unless the whole section is brought up to current code (R908.1.1). A roof built or replaced under the 2007 Florida Building Code, effective March 1, 2009, or a later edition, is exempt from that whole-section step, and no city or county may amend the exception (Fla. Stat. 553.844(5)). On an older Polk house, the date of the last roofing permit tells you which side of that line you are on.
That is a building-code limit only. Neither R908.1.1 nor 553.844(5) obliges an insurer to pay for a whole roof, and Florida law bars roofing contractors from advising on coverage (Fla. Stat. 489.147), so take policy questions to your insurer or agent.

Does a small roof repair in Polk County need a permit?
It depends on the office. The Florida Building Code lets the building official approve ordinary minor repairs without a permit (FBC-B 105.2.2), so the answer for a few replaced shingles can differ between Lakeland, Winter Haven and the Polk County Building Division. Bigger jobs, such as replacing a roof section, need a permit and inspections. If the work covers more than a quarter of a roof section within 12 months, the 25% rule may require the whole section to be redone to code, unless the roof dates from the 2007 code or later.

Why do Polk County roofs leak at the ridge after hurricanes?
FEMA's review of Ian found hip and ridge damage was the most common type on new and old roofs alike, and a ridge vent that blows off leaves an open slot in the deck for wind-driven rain. Polk's recent storms delivered exactly those loads: Ian gusted to 78 mph in Bartow in 2022 and Milton to 87 mph at Winter Haven in 2024. After a storm, look along the ridge from the ground, check the attic for wet insulation or stains on the underside of the deck, and have loose caps refastened before the next rain.

Does hail damage roofs in Polk County?
Yes, and it is part of the local record. NOAA's Storm Events files list 24 hail reports for Polk from 2016 through 2025, and 20 of them were an inch or larger; Davenport recorded 2.0-inch hail. The roof checklist Citizens Property Insurance gives its inspectors includes visible hail damage along with cracking, granule loss, exposed felt and soft spots in the deck. If hail falls on your street, have the roof looked at before the next heavy rain finds a bruised shingle.

Who can legally repair a roof in Polk County?
Roofing for pay is a contractor trade in Florida: a roofing contractor's scope covers roofing, waterproofing and coatings sold to stop leaks, plus deck attachments and sheathing or fascia repairs during the job (Fla. Stat. 489.105(3)(e)). The state exempts casual, minor work below a set contract price from contractor rules, but not a bigger job split into pieces and not anyone who advertises as a contractor (Fla. Stat. 489.103(9)). On your own home, the owner-builder rule lets you do the work yourself under a permit from your city or the Polk County Building Division.

Florida sets the clock in Fla. Stat. 627.70132: notice of a new or reopened property claim must reach your insurer within 1 year of the date of loss, and a supplemental claim within 18 months. After a storm like Milton, whose Polk gusts reached 87 mph, write down the date, photograph the ceilings, the attic and any roof pieces in the yard, and keep repair estimates with those photos. Roofers may not advise on coverage under Fla. Stat. 489.147, so policy questions go to your insurer or agent.
