Where Lakeland roofs fail in a storm
Hurricane Milton in 2024 set a one-day rainfall record at Lakeland-Linder International Airport: 8.93 inches, the highest since records began in 1948. That much rain finds every weak seam. Wind damage to the roof covering is a primary source of water getting inside, and wet insulation and walls lead to mold.
Wind is the other half. An EF2 tornado on October 18, 2019 cut an 11.45-mile path from the airport area toward Kathleen. It damaged roofs, fascia and screen enclosures on numerous homes. Hurricane Ian in 2022 sent a 78 mph gust through Bartow, and Irma in 2017 put a 75-knot gust there.
- Flashing at wall and roof meetings, slope changes and roof openings, where the code requires it and where leaks track.
- Ridge vents. Losing one opens a large hole in the deck, and ceilings have collapsed from lost ridge shingles and vent alone.
- Soffits and fascia, which have performed poorly in hurricanes and let water in when they fail.
- Missing, loose or cracked tabs, exposed felt and soft decking spots.

Repair or replace: what the 25% rule means
Florida's building code caps patching. No more than 25 percent of a roof or roof section may be repaired, replaced or recovered in any 12-month period, unless the whole roof or section is replaced or recovered. That cap is the main legal line between repair and replacement.
There is an exception that matters in Lakeland, where the median home was built in 1983. If your roof was built, repaired or replaced to the 2007 Florida Building Code or a later edition, only the repaired part must meet current code. A city cannot amend that exception. A roof from 1983 that was never redone does not qualify, so a large repair there can trigger a full replacement.
Water-soaked decking or a roof with two or more layers already on it cannot simply be covered over. The code then requires a tear-off to the deck. Repair of damaged sheathing or fascia during roof work falls within a roofing contractor's scope.

Permits, historic districts and safe steps after a storm
The City of Lakeland Building Inspection office handles permits. The code says anyone replacing coverings must first apply to the building official. A small repair may be approved without a permit, but that is the building official's call, so ask before work starts. Reroofs do not require plan examination.
Seven local historic districts cover 1.42 square miles. A roof repair or replacement inside one is a minor project, and city staff can review and approve it. If you live in one of these districts, ask the city about the approval step before you order materials.
After a storm, stay off the roof. From the ground and the attic, look for stained ceilings, daylight at the ridge, and shingle pieces in the yard. Photograph everything. Roof contractors may not advise you on what your policy covers, so take coverage questions to your insurer or agent.

In West Central Florida the rainy season runs roughly May 25 to October 10, with near-daily thunderstorms. A typical season brings 14 named storms.
