Where Poinciana roofs fail in storms

Polk County has taken Hurricane Irma in 2017, Hurricane Ian in 2022, and Debby in 2024. Ian's highest gust was 78 mph in Bartow, and Debby threw off brief tornadoes near Bartow. Gusts at that level usually work at a roof's edges, ridge and openings first.

Leaks follow the places the code requires flashing: wall-to-roof joints, changes of slope, and openings such as vent pipes. Ridge vents are another weak spot. When one blows off, a large opening in the deck is left to the rain, and FEMA found a house with collapsed ceilings where the only visible damage was lost ridge shingles and vent.

  • Stains on ceilings or in the attic under the deck
  • Dents or bruising on shingles after a hail event

Code limit

Repair or replace: the 25 percent rule

Under the Florida Building Code, you can patch no more than 25 percent of a roof or roof section within any 12-month period. Beyond that, the whole roof or section has to be replaced or recovered. That is the legal line between repair and replacement.

There is an exception. If your roof itself was built, repaired or replaced under the 2007 Florida Building Code or a later edition, only the repaired part must meet current code, even above 25 percent. Poinciana's median home was built in 2005, so by our arithmetic the typical home here pre-dates the 2007 code by two years, and your roof may or may not qualify. A home built in 2005 may also have had its roof replaced since, so check your permit records.

Poinciana is an unincorporated area, so roof permits go through the Polk County Building Division. Small repairs may not need a permit, but that call belongs to the building official, so ask before work starts.

Stay off the roof. From the ground, photograph missing shingles, ridge damage and ceiling stains. Move belongings away from wet spots, and cover small openings with a tarp only if you can do it from a ladder without stepping onto the slope.
