Where Fort Meade roofs fail in a storm
About 54% of Fort Meade housing units were built before 1980, and the median home dates to 1978. That suggests many roofs here have been patched more than once. Old repairs, brittle shingles and worn sealant tend to give way first when gusts like Helene's arrive.
Leaks usually start where the code requires flashing: wall and roof joints, changes of slope, and openings for pipes and chimneys. Ridge vents are another weak point. Polk County has taken Irma in 2017, with a gust to 75 knots near Bartow, and Ian in 2022, with a 78 mph gust in Bartow. Each storm can loosen fasteners that fail later in an ordinary rain. A leak weeks after a storm may trace back to that wind.

What the 25% rule means for choosing between repair and replacement here
Florida's code caps patching at 25 percent of a roof or roof section across any 12-month period. If your repairs go past that cap, the whole roof or section must be replaced or recovered. This is the legal line between repair and replacement for a Fort Meade house.
There is one exception. A roof built, repaired or replaced under the 2007 Florida Building Code or a later edition only has to meet current code in the portion you are repairing. Local governments have no power to alter that exception. The median home here was built in 1978, but that says nothing about any one roof. A roof falls under the 25 percent rule exception only if it was built, repaired or replaced in compliance with the 2007 Florida Building Code or any later edition, and the 2007 code took effect March 1, 2009, so confirm when your roof covering was last done before assuming the exception applies.
A permit for a small patch is not automatic. Florida's code leaves minor repairs to the building official's approval, and in Fort Meade that office is the City of Fort Meade Building Department, which issues permits and does inspections. Describe the repair to them before work starts.

- Look for missing or curled tabs, exposed felt, soft decking and stains on ceilings.

What is the new law in Florida about roofs?
Two rules matter most to Fort Meade owners. When your roof is 15 years old or more, your insurer has to allow an authorized inspector, paid for by you, to examine it before the insurer can require replacement. It may not refuse or non-renew solely for age if the inspector finds 5 or more years of life left. Also, policies issued on or after January 1, 2023 bar assigning post-loss benefits.

Does a small roof repair need a permit in Fort Meade?
It depends. Florida's code lets the building official approve ordinary minor repairs without a permit, so the decision is local. The City of Fort Meade Building Department issues building permits and does inspections. Call them with the size and type of repair before work begins, and keep in mind that repairs count toward the 25% limit.
