Roof repair in Haines City, FL

Haines City was incorporated in 1914, and its roofs have since taken hail, tropical rain and tornado-spawning rainbands. Golf-ball-size hail fell near the city on May 13, 2024. Hail and wind find the same weak spots: flashing, vents, valleys and the ridge. Here is where repairs usually start and when a repair stops being enough.

Where Haines City roofs fail in storms

Hail of 1.75 inches fell between Lake Alfred and Haines City on April 26, 2023. Golf-ball hail came on May 13, 2024. Hail bruises shingles, knocks off granules and cracks tabs. Florida's largest insurer asks inspectors to look for granule loss, exposed asphalt, cracked tabs and soft decking.

Wind does its damage at the edges. FEMA teams found that ridge vent loss can open large holes in the deck. One sample house lost ceilings to collapse even though its only visible roof damage was missing ridge shingles and a vent. Check the ridge first after any wind event.

Leaks also follow flashing. The code requires it at wall-to-roof joints, slope changes and roof openings. Polk County took gusts to 78 mph in Hurricane Ian and brief tornadoes from Debby rainbands. Wind-driven rain finds any gap at a valley, chimney or vent pipe.

The 25% rule

The 25% rule explains when a roof gets repaired and when it gets replaced

Under Florida's code, no more than 25 percent of a roof or roof section can be patched in a given 12-month period. Work beyond that limit means the entire roof or section has to be replaced or recovered. The legal boundary between a repair and a replacement sits right there.

There is one exception. If your roof was built, repaired or replaced under the 2007 Florida Building Code or any later edition, only the section being repaired has to meet the current code. Local governments may not change that exception. Ask whoever built or last replaced your roof for the permit records.

Mobile homes make up 13.4 percent of Haines City housing units. Those homes follow a different federal code, so confirm repair rules with the building office before work starts.

Safe steps and permits after a storm

Stay off a wet or damaged roof. From the ground, look for missing tabs, a lifted ridge cap or a sagging soffit. Photograph everything. Inside, check ceilings and the attic for stains or daylight.

Whether a minor repair needs a permit is a call for the building official. Ordinary minor repairs may go without one, but anything larger needs it. Ask the City of Haines City Building Division before work begins.

Your insurer sets what your policy covers. Roofers in Florida are barred by law from giving advice about coverage. Your insurer must receive notice of a new claim within 1 year of the loss.

What is the 25% rule for roofing in Haines City?

Florida's building code says no more than 25 percent of a roof or roof section may be repaired in any 12-month period. Past that threshold, the entire roof or section has to be replaced or recovered. There is one exception. If the roof was built, repaired or replaced to the 2007 Florida Building Code or later, just the repaired portion has to meet current code. Does hail damage a Haines City roof even if it looks fine?

It can. Golf-ball hail fell near Haines City on May 13, 2024, and 1.75-inch hail fell on April 26, 2023. Hail causes granule loss, cracked tabs and soft spots that show up later as leaks. Inspectors check for exposed asphalt, cracked tabs, soft decking and attic leaks. A close look from a roofer or inspector is the only way to know.

Does my roof need a permit for a small repair?

It depends. Under Florida's code, ordinary minor repairs can be approved by the building official without a permit, which makes this a local decision. Haines City permits roofs through its Building Division. Ask them before work begins, especially if the repair is large enough to approach the 25 percent limit.
