Polk roof inspections, briefly

Which rules apply depends on the home. For a site-built house with a roof at least 15 years old, Fla. Stat. 627.7011(5) lets you have an authorized inspector check it, at your expense, before the insurer can require replacement. Polk's 1992 median build year puts many original roofs in that group.

Why Polk's mobile homes are inspected under other rules

Senate staff analysis of Fla. Stat. 627.7011 notes that its roof-age protections do not reach mobile home policies. Citizens Property Insurance requires a 4-point inspection of electrical, plumbing, HVAC and roof on mobile home applications for properties more than 20 years old.

Polk County's hurricane page is blunt about the risk: "Most manufactured and mobile homes are not built to withstand the high winds associated with tropical storms and hurricanes." In a county where Irma destroyed 96 homes or businesses, a roof check on a mobile home before June is time well spent.

Roof age

For site-built homes, an insurer may not refuse or non-renew a policy only because the roof is under 15 years old. Once a roof reaches 15, the insurer must allow an authorized inspection at the owner's expense before requiring replacement, and may not drop the policy for age alone if the report shows at least five years of useful life left (Fla. Stat. 627.7011(5)).

Citizens draws its own lines: shingle roofs older than 25 years, and tile or metal roofs older than 50, need proof of at least five years of remaining life. In Polk, where the median home dates to 1992 and only 17.9% were built in 2010 or later, any original shingle roof on a house built before 2001 is past 25 years.

The forms

What the 4-point and wind mitigation forms ask

The roof section of a 4-point report records the covering, its age and remaining useful life, the date of the last roofing permit, whether the last replacement was full or partial and by what percentage, overall condition and a damage checklist. Citizens accepts it in place of its separate Roof Inspection Form when every slope is photographed.

The wind mitigation form, OIR-B1-1802 (Rev. 04/26), stays valid for up to five years if the structure does not change materially. It records the code era, wind region, covering, deck attachment, roof-to-wall connections, roof shape and any sealed roof deck. For a Polk address the region comes from the ASCE 7-22 hazard tool, and the choices are Regions 1 to 3.

Seasonal owners and a spring and fall check

Seasonal and occasional-use homes are 8.5% of Polk's housing units, and 25.6% in Four Corners. Nobody is home to spot a stain after a July storm, so an inspection before leaving for the summer and another after November follows the spring-and-fall rhythm NRCA suggests for homeowners. With 19.5% of residents 65 or older, many owners would rather not climb a ladder to look for themselves.

Will an insurer renew a 20-year-old roof in Polk County?

Possibly, if an inspection shows enough life left. For a site-built home, Fla. Stat. 627.7011(5) bars an insurer from non-renewing solely for roof age when an authorized inspection shows five or more years of useful life remaining; the inspection is at your expense. Citizens' own line for shingle roofs is 25 years, so a 20-year-old shingle roof sits between the two thresholds. What fails the roof section of a 4-point inspection in Polk County?

The form lists the damage an inspector must look for: cracking, cupping or curling, excessive granule loss, exposed asphalt or felt, missing, loose or cracked tabs or tiles, soft spots in the decking, visible hail damage, and leaks seen in the attic or on ceilings. It also records the roof's age and remaining useful life, which is where many Polk roofs on 1992-era houses draw questions. Storm wear lands on that list too, so after a season like 2024's, when Milton gusted to 87 mph at Winter Haven, check for lifted tabs and loose ridge pieces first.

Who can sign a roof inspection for a Polk County insurer?

Under Fla. Stat. 627.7011(5)(a), an authorized inspector must be accepted by the insurer and be one of these: a home inspector under Fla. Stat. 468.8314, a building code inspector under 468.607, a general, building, residential or roofing contractor, a professional engineer, an architect, or anyone else the insurer recognizes as qualified. Citizens' Roof Inspection Form names a similar list and requires photos of every roof slope. With Polk County's median home built in 1992, many owners will need one of these signatures at renewal.

How long does a wind mitigation report last for a Polk home?

Up to five years. The current form, OIR-B1-1802 (Rev. 04/26), took effect April 1, 2026, and stays valid for five years as long as the structure has no material changes and nothing on the form proves inaccurate. After a re-roof, a new form can record the new deck attachment and secondary water barrier. Polk sits outside the High-Velocity Hurricane Zone, so the inspector places the house in Region 1, 2 or 3 using the ASCE 7-22 hazard tool for its address; Milton's 87 mph gust at Winter Haven shows inland wind still counts.

Can Polk County homeowners use My Safe Florida Home?

Some can. Fla. Stat. 215.5586 created the program in the Department of Financial Services for site-built, owner-occupied single-family homes with a homestead exemption; grants carry a value cap, a pre-2008 build date and other conditions, and the statute says the program creates no entitlement. That leaves out the mobile homes that make up 19.6% of Polk's housing units, while Polk's 1992 median build year means many site-built homes meet the age condition. Whether applications were open on October 5, 2026 could not be confirmed, so check the program's own site.
