Polk gutters: the short answer
Florida's residential code asks for gutters only on eaves shorter than 6 inches, with each downspout ending at least 1 foot out from the wall. Size is the real decision: a 6-inch half-round gutter sloped 1/8 inch per foot carries 110 gallons a minute, enough for roughly 1,100 square feet of roof plan area at 9.61 inches an hour, or about 2,670 at the code's 100-year hourly rate of 3.96.

Inside one county, yearly totals swing by more than 10 inches: 56.82 at Lakeland 2 and 46.12 at Winter Haven's Gilbert Airport. Storm totals run far past either. Milton put 8.93 inches on Lakeland-Linder in a single day, its record since 1948, and 16.55 near the Green Swamp; Irma left 17.61 at Davenport.
Atlas 14 measures the bursts that overflow a gutter. Across the ten Florida points in our rainfall research, the 10-year, 5-minute rate runs from 8.71 inches an hour at Orlando to 11.3 at West Palm Beach. Tampa's 9.61 sits mid-range; its 25-year rate is 10.9 and its 100-year rate 12.7.
Sizing
5-inch or 6-inch gutters for a 9.61-inch burst
The plumbing code rates a 5-inch half-round gutter at 74 gallons a minute when it falls 1/8 inch per foot; the 6-inch size carries 110, roughly half again as much. Downspouts are rated the same way: 92 gallons a minute for a 3-inch round leader and 192 for a 4-inch (FBC-Plumbing Tables 1106.3 and 1106.6).
The conversion is 96.15 square feet of roof per gallon a minute at 1 inch of rain an hour, with area raised for pitch: times 1.05 at 4 or 5 in 12, 1.10 at 6 to 8 in 12 and 1.30 at 12 in 12. At Tampa's 9.61 inches an hour, a 6-inch half-round handles about 1,100 square feet of plan area and a 5-inch about 740; at the plumbing code's 100-year hourly rate of 3.96, the 6-inch covers about 2,670. Those figures are our arithmetic on published numbers, not a code requirement.

Lots and trees
Lake lots, oak litter and hangers that hold
Water covers 10.5% of Polk County, and Winter Haven alone counts 50 lakes in or bordering the city. Whatever the lot slopes toward, the code's minimum stays the same: each downspout discharges at least 1 foot from the wall, through underground pipe, an extension or a splash block (R318.5, a termite-protection section).
Trees bring the other load. Southern live oaks are semi-evergreen, and UF/IFAS lists their leaves and fruit as a litter problem; Florida's pollen season peaks in March and April, and pines shed most needles from September through November. Following that timing, clean after the spring oak drop, again before June and once more after the fall needle peak. One Florida insurer's guidance is at least twice a year, more often under trees.
Hangers matter in wind. One hidden-hanger maker recommends clips and 16-inch spacing in storm-prone areas instead of the standard 24, and the residential code requires corrosion-resistant fasteners compatible with the gutter metal (R903.4.2). Milton's 87 mph gust at Winter Haven Gilbert Airport is the kind of load those hangers face.

Are gutters required on Polk County homes?
Only in one case. FBC-R R318.5 requires gutters with downspouts where the eaves project less than 6 inches, except at gable-end rakes or on a roof above another roof, and every downspout must discharge at least 1 foot from the wall. On a Polk lot the practical case is broader: Lakeland 2 averages 56.82 inches of rain a year, and a gutter with downspouts moves that water away from the foundation line instead of letting it sheet off the eave onto the beds.

What gutter size fits a Polk County downpour?
Size for the burst, not the yearly total. Polk's Atlas 14 reference point, Tampa, puts the 10-year, 5-minute rate at 9.61 inches an hour. At that rate a 6-inch half-round gutter sloped 1/8 inch per foot, rated at 110 gallons a minute, serves roughly 1,100 square feet of roof plan area, while a 5-inch, at 74 gallons, serves about 740. Can gutters keep up with a storm like Milton in Polk County?
Not every minute of it. Milton dropped 8.93 inches on Lakeland-Linder in one day in 2024, a record there since 1948, while gutter sizing works from design bursts such as the 10-year, 5-minute rate or the plumbing code's 100-year hourly rate. Some overflow in a storm like that is likely. What matters is that the system drains afterward, the hangers hold and the downspouts send water at least a foot from the wall. Clear leaves before the June storm season so the first big rain finds open outlets.

Do Polk County gutter installs need a permit or a contractor's license?
The research could not settle it for every office. Florida's code requires a permit to alter a building, with ordinary minor repairs left to the building official, and state rules place gutters, soffit and fascia within the specialty structure contractor's scope, while roofing contractors may replace fascia during roof work. Whether a state license is mandatory for gutter-only jobs is unresolved, and local practice varies, so ask your city's building office, such as Lakeland's or Winter Haven's, or the Polk County Building Division before work starts.
