Where Polk City roofs fail in a storm
Irma's EF-2 tornado knocked down seven high power transmission poles in Polk City. Polk County also logged 96 homes or businesses destroyed and 1,604 with major damage in that storm. Roofs that held still lost small parts first.
FEMA field teams found that damaged roof covering is a primary source of water intrusion. Leaks also follow wall and roof joints, slope changes, vent pipes and chimneys, the places where the code requires flashing. Check those spots first after any blow.
Ridge vents deserve a look too. FEMA notes that losing one can open a large hole in the deck. Its example house had ceilings collapse although the only roof damage was lost ridge shingles and ridge vent. Soffits are another weak point, and failed ones often let in a lot of water.

Repair or replace: the 25 percent line
Under Florida's code, you can patch no more than 25 percent of a roof or roof section in any 12 months. Once repairs go beyond that limit, the entire roof or roof section has to be redone. An exception covers any roof that was built, repaired or replaced under the 2007 Florida Building Code or a later edition. When that exception applies, only the section being repaired has to meet current code.
Your house may be newer than the county's. In Polk City, 47% of housing units went up in 2010 or later, against 18% countywide. That tells you little about your own roof, so ask who built or last replaced it and when.
Mobile homes make up about 10.3 percent of the housing units in Polk City. Those follow the federal HUD code, not the Florida Building Code, so confirm the rules for your home with the building office.

What to do safely after a storm
- Stay off the roof. Look from the ground for missing tabs, cracked or curled shingles, exposed felt and bare ridge lines.
- Check ceilings and the attic for stains or soft spots. Those are signs of a leak and of damaged decking.

- Ask the building office whether a small repair needs a permit. Minor repairs can go without one only with the building official's approval.
