Your city, or the Polk County Building Division outside city limits, issues the permit. Reroofs skip plan review but not inspection. When the tear-off exposes a wood deck, two code items follow: re-nailing to the R908.7.1 schedule and a secondary water barrier under the new covering (R908.7.2).

Older Polk houses and what sits under their shingles

Much of Polk's housing predates the state code. With a 1992 median build year and 30% of homes built before 1980, many houses here were first roofed under local codes, which Florida replaced with one statewide code on March 1, 2002, after Hurricane Andrew exposed the old system. Only 17.9% of the county's homes date to 2010 or later.

Storms add wear on top of age. Irma's gusts reached 75 knots near Bartow in 2017 and Milton's 87 mph at Winter Haven in 2024. After Ian, a FEMA team found visible damage on 90 percent of asphalt shingle roofs older than seven years; Florida's roofing association answers that installation quality and code era explain part of that pattern.

Re-nailing the deck and sealing it, in order

  1. Tear off to the deck where R908.3 requires it: a water-soaked or badly deteriorated roof, two or more existing layers, or an existing tile roof.
  2. Check the deck fasteners. Plywood or OSB held by staples or 6d nails gets supplemental ring-shank nails at 6 inches on center or closer, while 8d nails already at 6 inches or closer stay as they are (Table R908.7.1.2).
  3. Install the secondary water barrier, required whenever a covering on a wood deck is removed and replaced (R908.7.2).
  4. Pass the sheathing or dry-in inspection, then the final roofing inspection of dry-in, insulation, coverings and flashing (FBC-B 110.3).

Keep the paperwork afterward. The wind mitigation form insurers use, OIR-B1-1802, grades deck attachment and the secondary water barrier, and it does not count standard underlayment or hot-mopped felt as a sealed roof deck.

Ask your permit office what it wants with the application. Bartow's permitting menu lists a Re-Roof Inspection Affidavit, Lakeland treats roof replacement in its seven local historic districts as a staff-level review, and unincorporated homes file with the Polk County Building Division.

Partial work turns on the install date. The code limits repairs to 25% of a roof or roof section in 12 months unless the whole section is redone to code, but a roof built or replaced under the 2007 Florida Building Code, in force from March 1, 2009, needs only the new portion brought to current code (Fla. Stat. 553.844(5)). Any Polk roof installed before that date sits on the stricter side.

Contract notices and a dry-season schedule

Every residential roof contract in Florida must carry two notices under Fla. Stat. 489.147: one stating that the contractor may not offer a rebate, gift, deductible waiver or anything else of value for a roof inspection or an insurance claim, and a bold 14-point reminder on the signature page to check coverage with your insurer first. Without the first notice, you may void the contract within 10 days.

Timing matters in a county where Lakeland 2 averages 26.62 inches of rain from June through August. A permit lapses if work does not start within 6 months of issue or stops for 6 months, so plan the tear-off for the drier months and keep the inspections moving.

Does a re-roof in Polk County need a permit?

Yes. Under FBC-B 105.1, altering or repairing a building takes a permit, and the exception for ordinary minor repairs is left to the building official; a whole new roof is well outside it. In Polk the permit comes from your city if it runs its own building department, as Lakeland, Winter Haven, Bartow and Lake Wales do, or from the Polk County Building Division for unincorporated land. An owner may also act as their own contractor to re-roof a one- or two-family home for their own use, under personal supervision (Fla. Stat. 489.103(7)).

Can new shingles go over my old roof in Polk County?

Often not, and the permit office decides. R908.3 lists the cases where every old layer must come off first: a roof that is water-soaked or too worn to serve as a base, one that already carries two or more coverings, uncut blisters, or a tile or slate roof. The re-cover sections of the 8th Edition residential code now read Reserved, and the research did not confirm how Polk's offices treat overlays, so ask yours. On a house built before 1980, as 30% of Polk homes were, count the layers before comparing bids.

Can a Polk County re-roof change my wind mitigation credits?

It can change what the inspector records. Florida requires insurers to offer credits or discounts for proven wind-loss features, including roof covering performance, roof strength and roof-to-wall strength (Fla. Stat. 627.0629). The OIR-B1-1802 form grades deck attachment and whether a qualifying secondary water barrier exists, and a code re-roof addresses both. The state's consumer notice says wind discounts apply only to the hurricane-wind portion of a policy and are not calculated cumulatively. With 1992 as Polk County's median build year, many older roofs here predate the current deck rules; ask your agent what a new form could change.

Will my Polk County re-roof require hurricane straps?

Usually not on its own. Fla. Stat. 553.844 added a secondary water barrier and stronger deck attachment to re-roofs of site-built single-family homes, but improved roof-to-wall connections apply only in the wind-borne debris region, above a set home value, and only if gable ends or corners can be done for 15 percent of the re-roof cost. That region means land within a mile of the coast, under open-water exposure, at 130 mph or more, or anywhere at 140 mph.
