Commercial roofs in Polk: the short answer
Three questions decide most Polk commercial roof jobs: how fast the roof drains, how well its edges resist wind, and how many roofs are already on the building. The standard Florida Building Code applies here; the High-Velocity Hurricane Zone rules cover only Broward and Miami-Dade.
Drainage

Lakeland 2 averages 56.82 inches of rain a year, 26.62 of it in June, July and August. Low-slope systems, whether built-up, modified bitumen, single-ply, spray foam or liquid-applied, need a design slope of at least 1/4 inch per foot when new, and the code counts drainage as positive only when the roof clears within 48 hours of rain.
Drains and scuppers are sized on the plumbing code's 100-year hourly rainfall rate, which is 3.96 inches an hour at Tampa, Polk's Atlas 14 reference point. Where a parapet would trap water if the main drains back up, the code adds secondary overflow drains or scuppers.
Wind

Commercial decks and coverings are designed for the wind loads in Chapter 16 of the Florida Building Code. On built-up, modified bitumen and single-ply roofs, the metal edge system must also be wind-designed and tested to ANSI/SPRI ES-1 or RAS 111 (FBC-B 1504.5), and a gutter that doubles as the membrane's edge hold-down is tested under SPRI GT-1.
Polk's record shows why edges get that attention: gusts of 75 knots near Bartow in Irma, 78 mph in Bartow during Ian and 87 mph at Winter Haven Gilbert Airport in Milton, plus EF2 tornadoes near Lakeland in 2017 and 2019.

Coat, recover or tear off a Polk commercial roof
Three conditions force a tear-off to the deck instead of a recover: a wet or worn-out roof that cannot serve as a base, two or more coverings already in place, or uncut blisters. Under Fla. Stat. 489.105(3)(e), coatings marketed to waterproof, stop leaks or lengthen roof life fall inside the roofing contractor's trade.

Condominium associations need a structural integrity reserve study at least every 10 years for each building three habitable stories or taller, and the roof is the first item it covers; the study is a visual inspection that estimates each item's remaining useful life (Fla. Stat. 718.112(2)(g)).
Polk's cities hold 23 National Register historic districts, so ask the city about design review before choosing a system for an older building. If the roof carries mechanical units, a local government may not force existing equipment up to current code unless it is being replaced or moved during the reroof and does not comply (FBC-B 102.8).

Who issues a commercial reroof permit in Polk County?
The city the building sits in, if it has its own building department: Lakeland, Winter Haven, Haines City, Bartow, Lake Wales, Auburndale and Davenport among them. Outside city limits, including Highland City, Medulla and Cypress Gardens, the Polk County Building Division issues it. A reroof needs no plans examination under FBC-B 107, but it still gets the sheathing and roofing inspections in FBC-B 110.3. A permit lapses if work does not begin within 6 months or stops for 6 months.

How much ponding is acceptable on a Polk County flat roof?
Very little that lasts. The Florida Building Code defines positive drainage as a roof that drains within 48 hours of precipitation, and NRCA's membrane manual uses the same test: no ponding 48 hours after rain in drying conditions. Lakeland 2 averages 82.8 days a year with at least a tenth of an inch of rain, so a roof that holds water for two days can stay wet through much of the summer. Some coatings are marketed for ponding areas, but fixing slope and drains comes first.

Do Polk County commercial roofs need Miami-Dade product approvals?
Not unless the building stands in Broward or Miami-Dade, the two counties the Florida Building Code places in the High-Velocity Hurricane Zone, where Notices of Acceptance apply. Polk buildings use the code's standard chapters, but every roofing product still needs Florida statewide product approval under Fla. Stat. 553.842(5), searchable by FL number on the Florida Building Commission's site. Wind design applies in full: decks and coverings follow the Chapter 16 wind loads, which Milton's 87 mph gust at Winter Haven put to the test in 2024.
