Irma put a 75 knot gust near Bartow in 2017. Ian brought a 78 mph gust to Bartow in 2022. Debby dropped 8.03 inches of rain near Mulberry in 2024 and spawned brief tornadoes near Bartow. Wind-driven rain finds any opening, so a repair starts by finding where water got in.
Leaks follow the places the code requires flashing: wall and roof joins, changes of slope, and pipe or vent openings. Check those spots first. Then look at ridge vents. FEMA field teams found that a lost ridge vent leaves a large opening in the deck, and in one house ceilings collapsed though the only visible damage was ridge shingles.
Other signs an inspector looks for include missing or cracked tabs, curling, heavy granule loss, soft decking, and stains on attic or ceiling surfaces. A median build year of 1995 for Medulla homes suggests many roofs here have been replaced once, but that is an inference, so judge each roof by its own condition.
Repair limits
Repair or replace: the 25 percent rule
In any 12-month period, Florida's code limits repairs to 25 percent of a roof or roof section. Go past it and the whole roof section must be brought up to current code. Past that point, the law treats the work as a replacement rather than a repair.
