Of Bartow's homes, 50.8 percent were built before 1980, against 30 percent countywide. That suggests many roofs here have been replaced at least once, and some are likely past 15 years since their last replacement. An inspection is how you find out which.
Three National Register historic districts sit in town: Northeast Bartow Residential, South Bartow Residential and Downtown Commercial. A Historic Architectural Review Board reviews proposed alterations to contributing property in the city's historic districts, so ask the Building Department before planning changes to a roof there.

What the 15-year rule means for your inspection
Under Fla. Stat. 627.7011(5), an insurer cannot refuse to write or renew a homeowner's policy solely because a roof is under 15 years old. After that mark, you may hire an authorized inspector to examine the roof, paying for it yourself, before any replacement is required. Bartow's 65-and-older residents, 16.5 percent of the town, often meet this rule at renewal time.
A report showing 5 or more years of useful life protects you from a refusal or non-renewal based only on roof age. The statute covers homeowner policies issued or renewed from July 1, 2022 forward. Senate staff note it does not reach mobile home policies, so owners of Bartow's mobile homes should ask their agent how their policy handles roof age.
The roof portion of the 4-point form records covering material, roof age, remaining useful life, last permit date, any partial replacement, overall condition and a list of damage items. Citizens requires the 4-point inspection for homes more than 20 years old, and by our arithmetic, a house built in 1979 is already past that line.

Order one when you buy or sell, when your insurer asks about roof age, and after a storm. Hurricane Ian put a 78 mph gust on Bartow in 2022, and Polk County recorded 192 structures with major damage. A roof can leak long before a stain shows indoors.
Florida bars a roofer from offering anything of value for an inspection or a claim under Fla. Stat. 489.147, and from advising on what your policy covers. Your insurer or agent is the right place for any coverage question. Also note the deadline: a new claim must reach the insurer within 1 year of the date of loss.

Does my Bartow roof need an inspection at 15 years?
No Florida law requires an inspection once a roof reaches 15 years. It says that once a roof is 15 years old, your insurer must let you hire an authorized inspector, at your expense, before requiring replacement. With 50.8 percent of Bartow homes built before 1980, many owners will reach this point. When an inspection finds at least 5 years of useful life remaining, the insurer may not decline or non-renew the policy based only on how old the roof is.

Do mobile homes in Bartow follow the same roof insurance rule?
Not necessarily. Mobile homes are 6.5 percent of Bartow housing units. According to Senate staff, mobile home policies fall outside the 15-year roof rule found in Fla. Stat. 627.7011(5). Separately, Citizens requires a 4-point inspection with its mobile home applications once the property is past 20 years old. Ask your insurer or agent what your own policy asks about the roof.

How long do I have to report storm damage to my roof?
Florida sets two clocks: 1 year from the date of loss for a new or reopened claim, and 18 months for a supplemental claim. For Bartow owners who saw damage from Hurricane Ian, FEMA's declaration for Polk County, DR-4673, is dated September 29, 2022. Check your own dates with your insurer or agent.
