The 15-year rule

Why 15 years matters for Lake Wales roofs

With 37.1 percent of Lake Wales homes built before 1980, that suggests many roofs here have been replaced at least once. Others may still carry an original covering. Either way, the roof's age drives what your insurer may ask.

An insurer cannot turn down a homeowner's policy for the sole reason that the roof is under 15 years old, according to Florida Statute 627.7011(5). Once a roof reaches 15, you may hire an authorized inspector at your own expense, and the insurer must allow it. A report showing 5 or more years of life remaining takes age off the table as the only reason to drop you.

Who qualifies as an authorized inspector is the insurer's call. The statute names home inspectors, code inspectors, roofing and general contractors, engineers and architects as candidates. Call your insurer or agent for its own short list before you pay for anything.

What an inspection checks on the roof

The roof section of the 4-point form records the covering material, the roof's age, remaining useful life, the last permit date and the percentage replaced. It also lists damage. Photos of every slope can take the place of the separate Citizens roof form.

  • Cracked, cupped or curling shingles
  • Shingles whose granules have worn away until bare asphalt or felt shows through
  • Tabs or tiles that are loose, cracked or gone
  • Soft decking underfoot
  • Stains or drips in the attic and on ceilings

Citizens wants written proof of five remaining years on shingle roofs past 25 years. Tile, slate and metal roofs get a 50-year line instead. Because Lake Wales mobile homes are 5.5 percent of local housing, note that Citizens also requires the 4-point inspection on mobile home applications for properties over 20 years old.

Timing

When to order a roof inspection in Lake Wales

Order one before you buy or sell, when your insurer sends a roof-age letter, or after hail or wind. Polk County saw Hurricane Ian in 2022 with a 78 mph gust in Bartow. Closer to town, NOAA lists 1 hail report and 1 tornado report near West Lake Wales since 2016, with hail up to 1.00 inch.

Historic buildings need extra care. Lake Wales has a Historic District Regulatory Board and 4 National Register districts. If your home sits in one, call the city Building Division before any roof work. Staff there issue permits and run inspections.

Does my Lake Wales roof need an inspection at 15 years old?

No Florida law requires you to have an inspection once the roof reaches 15 years. It gives you the right to one. Under Fla. A result showing 5 or more years of useful life left means the insurer cannot refuse or non-renew solely for roof age. Who can inspect my roof for my insurance company?

Because your insurer must accept whoever inspects, check with it before you hire anyone. The statute lists licensed home inspectors, building code inspectors, roofing and general contractors, professional engineers and architects. Citizens Property Insurance wants its roof form signed by a contractor, a building code inspector or a Florida-licensed home inspector, with photos of each slope. Do mobile homes in Lake Wales need the same roof inspection?

Mobile homes are 5.5 percent of Lake Wales housing units and 20 percent of Polk County's. For these homes, the HUD code is the governing standard, while the Florida Building Code does not apply. According to Senate staff, Fla. Stat. 627.7011(5) and its 15-year roof rule leave mobile home policies out. Citizens does require its 4-point inspection for mobile home applications on properties over 20 years old. Your insurer can tell you which roof documents it expects, so ask before you start.

How long do I have to report roof storm damage?

Florida sets two clocks. Notice of a new or reopened claim must reach your insurer within 1 year of the date of loss, and a supplemental claim gets 18 months. Polk County has seen major storms, including Hurricane Irma in 2017, which left 1,604 homes or businesses with major damage by the county emergency manager's count. Take photos after any storm and report damage to your insurer promptly.
