Only two Florida counties fall inside the High-Velocity Hurricane Zone, and Miami-Dade is one of them. Any roof work on a commercial building here falls under the stronger HVHZ provisions, not the general statewide code. Tamiami sits inside that county boundary, so the county building office handles the permit.

HVHZ work requires an HVHZ Uniform Roofing Permit Application completed by a licensed contractor, and every permitted roofing job gets inspected. Ask the contractor for the permit number before work starts, and check the county's permit records yourself.

Low-slope drainage and membranes to ask about

Many commercial roofs in this area are low-slope. Florida requires new low-slope roofs in the HVHZ to have at least a quarter-inch of slope per foot of run, and HVHZ rules bar loose-laid ballasted systems. Ask the bidder how the design will drain within 48 hours of rain.

  • Confirm the deck slope meets the quarter-inch-per-foot minimum for new construction.
  • Ask how secondary overflow drains or scuppers are sized where parapets could trap water.
  • Ask whether the membrane standard is ASTM D4637 for EPDM, D6878 for TPO, or D4434 for PVC.
  • Ask what edge metal was tested under ANSI/SPRI ES-1 or RAS 111.
