Commercial roofs ยท The Crossings
Commercial roofing in The Crossings, FL
In The Crossings, 18.5 percent of homes are in buildings with 10 or more units. That makes this a place where many roofs are shared by many owners, so a commercial or association roof job here runs through the HVHZ rules and the county permit office, not a general roofing checklist.

Local building stock
For a commercial roof, the age and type of buildings in this area shape what you should expect from it
Most homes in The Crossings are single-family, at 51.6 percent. Yet 18.5 percent sit in buildings of 10 or more units, and that share is well above what most of Florida sees. For a property manager, that points to association roofs, multi-unit low-slope sections and mixed-use blocks as the typical job, not a single pitched house.
The median home here was built in 1981, which is close to the county median of 1980. Many of these roofs are likely past their first covering, so a tear-off or recover decision will come up often. Confirm the roof history with the building office before bidding.
Permits and code
Permits and the HVHZ rules for commercial bids
Miami-Dade is one of two counties in the High Velocity Hurricane Zone, so every roofing permit here follows the HVHZ roofing chapter. Work requires an HVHZ Uniform Roofing Permit Application completed by a licensed contractor, and the county building office issues these permits for The Crossings.
Ask each bidder for the product approval number and the Miami-Dade Notice of Acceptance for every membrane and edge system. The NOA must show the expiration date, and the building official can request a full copy at the job site. Check the number with the Florida Building Commission product approval search before you sign.
Low-slope rules here are strict. New roofs need at least a quarter inch per foot of slope, loose-laid ballast is not allowed, and a repair may not create new ponding water. Ask each bidder how they will handle drainage, since the code expects positive drainage within 48 hours of rain.
Comparing bids
How to compare commercial roofing bids
- Confirm each bid lists the HVHZ permit and the product NOA number.
- Ask how the bid handles drainage and any ponding water.
- Ask whether the work includes deck attachments and wood sheathing repairs.
- Confirm the Notice of Commencement is recorded before the first inspection.
Questions
Commercial roofing in The Crossings: questions
Does a roof in The Crossings need an HVHZ permit?
Yes. Miami-Dade is in the High Velocity Hurricane Zone, so all roofing work needs a permit and HVHZ roofing paperwork. The Crossings has roughly 8,492 housing units, a neighborhood where most roofs see strong wind loads, so the county's stricter rules apply to every job. The county building office in Miami-Dade issues those permits for The Crossings. Ask the building office to confirm the current application requirements before work begins.

What is the 25% roof rule in Florida?
The rule says no more than 25 percent of an existing roof can be repaired, replaced or recovered in any 12-month period unless the entire roof system is replaced. A roof falls under the exception only if that roof was built, repaired or replaced in compliance with the 2007 Florida Building Code or any later edition, and the 2007 code took effect March 1, 2009. If that happens, only the section you repair has to comply with the current code. Confirm with the Miami-Dade building office how it applies to your roof.

What is the new law in Florida about roofs?
The 2026 Florida Building Code Ninth Edition takes effect December 31, 2026, and permit applications submitted on or after that date must follow it. Check with the Miami-Dade building office for how the change affects a roof you plan to permit.

Can a recovered roof work on an older building in The Crossings?
Recovering is not allowed in some cases. A full tear-off to the deck is required if the existing roof is water soaked, has two or more prior coverings, or has blisters that are not cut and secured. Many homes here were built around 1981, so check the roof condition first.
