Towers, boards and the 30-year clock

Miami-Dade has required building recertification since 1975, amended on June 1, 2022: a building is recertified at 30 years old and every 10 years after. That same year, state law added milestone inspections for condominium and cooperative buildings three stories and taller. The 2022 changes came the year after the June 24, 2021 building collapse in Surfside, which drew FEMA declaration EM-3560.

Condominium associations carry a third clock. A structural integrity reserve study is due at least every 10 years for each building three habitable stories or higher, and the roof is the first item it must cover, with an estimated remaining useful life (Fla. Stat. 718.112(2)(g)). For a Miami board, the roof's age, condition and replacement year end up in writing whether or not a leak forces the issue.

Only 30.8% of Miami's occupied homes are owner-occupied, so many roof decisions here are made by landlords, managers and boards rather than the people living under them.

Membranes and drainage under the HVHZ sections

The zone's low-slope rules are specific. Loose-laid ballasted systems are not permitted (FBC-B 1515.1.5), and new decks need at least a 1/4:12 slope. A roof must drain within 48 hours of rain, counting deck deflection. Where parapets would trap water if the main drains back up, secondary overflow drains or scuppers are required (FBC-B 1503.4.1).

Re-covering has hard limits. A new membrane cannot go over a roof that is water-soaked or deteriorated, over two or more existing roofs, or over sheathing not fastened to code (1521.5). Before work starts, the contractor must tell the owner if ponding is possible and recommend a structural review (1521.13). Existing rooftop equipment only has to be brought to code when it is replaced or moved during the re-roof and does not comply (FBC-B 102.8).

When does a Miami building face recertification?

At 30 years old, then every 10 years after. Miami-Dade's recertification program dates to 1975 and was amended on June 1, 2022, and a 2022 state law layered milestone inspections on condominium and cooperative buildings three stories and taller. Can a new membrane go over the old roof on a Miami building?

Only if the old roof qualifies as a base. The code bars a recover where the existing roof is water-soaked or deteriorated, where there are already two or more roof coverings, or where blisters have not been cut and secured. In the HVHZ, FBC-B 1521.5 also forbids a new system over sheathing that is wet, decayed or not fastened to the current code. Infrared surveys flag likely wet areas, but they need core cuts to confirm; on a roof that sees 67.41 inches of rain a year, that check belongs before the bid.
