Commercial roofing in Pinecrest, FL
Pinecrest has 18.7 percent of its homes in buildings with 10 or more units, so many roofs here are shared by associations and property managers rather than single owners. That makes the roof a building-wide decision, and the Village of Pinecrest handles permits for it. Miami-Dade County also sits in the High-Velocity Hurricane Zone, which sets stricter rules than most of Florida.

Why multi-unit buildings change a commercial roof job
In a building with many units, one roof covers many owners' interests. Your board or management company will be the party signing off, so the scope needs to be written in a form they can approve and compare. Ask every bidder to price the same roof area, the same edges and the same drains.
Miami-Dade's Product Control Section reviews and approves roofing products and tests labs that check them. A bid that names a product should give its Miami-Dade approval number so you can check it.
Code rules
What the High-Velocity Hurricane Zone requires for low-slope roofs
Of Florida's two counties inside the High-Velocity Hurricane Zone, Miami-Dade is the one. Here, every roofing job needs an HVHZ Uniform Roofing Permit Application completed by a licensed contractor, and the inspector checks the membrane before it is covered up.
Loose-laid ballasted systems are not allowed in the HVHZ, and new low-slope decks must have at least a quarter inch of slope per foot. Ask each bidder to state the slope they will build to and how water will reach the drains.
- Confirm the membrane's Miami-Dade approval number and expiration date.
- Put the question of how standing water will be dealt with to your contractor, and ask whether the structure needs an engineering check first.
- Ask how emergency overflow drains will be provided where a parapet traps water.
Comparing bids
Property managers weighing commercial roofing bids can use this approach to line them up side by side
Make every bid name the same material standard. For single-ply roofs in Florida, EPDM, TPO, PVC and KEE each have a named ASTM standard, so a bid should cite it. Also ask for the accelerated weathering test the membrane passed, since the code requires 2,000 hours of exposure.
Questions
Commercial roofing in Pinecrest: questions
Who issues commercial roof permits in Pinecrest?
The Village of Pinecrest handles building and permit work, so the permit for your roof goes through the village. In a multi-unit building, the owner or association signs the permit application. Your contractor must also complete the HVHZ roofing permit application, since Miami-Dade is in the High-Velocity Hurricane Zone. Confirm each step with the village building office before work begins.

Do roofs in Pinecrest need to meet High-Velocity Hurricane Zone rules?
Yes. Two Florida counties sit in the High-Velocity Hurricane Zone, and Miami-Dade County is one of them. That zone carries the stricter hurricane provisions South Florida adopted after Hurricane Andrew. Every roofing job needs an HVHZ permit, and the membrane is inspected before it is covered. Ask any bidder how they will meet these rules.

What slope does a new low-slope roof need?
In the HVHZ, a new low-slope deck must be at least one-fourth unit in 12, which is about 2 percent slope. Outside the zone, built-up, modified bitumen and single-ply roofs also use a one-fourth unit in 12 minimum. Ask each bidder how they will reach that slope and where the water will drain.

How can I check a roofing product's approval?
Ask the bidder for the Miami-Dade Notice of Acceptance number. Pinecrest sits in Miami-Dade County, where the Product Control Section approves roofing products, so the NOA is issued there. A current notice shows an expiration date, and it cannot be used after that date. You can also ask to see the full notice at the job site, since the building official may request it there.
