Homestead counts 27,474 housing units in the Census Bureau's latest five-year survey, and owners live in 48.3% of the occupied ones. Add the 20.5% in buildings of 10 or more units, and a large part of the city's roofing is decided at a board table or a landlord's desk.

Miami-Dade's recertification program, in place since 1975 and amended June 1, 2022, reviews buildings at 30 years old and every 10 years after, and a 2022 state law added milestone inspections for condominium and cooperative buildings three stories and taller. Homestead's housing is newer than the county's, with a 2001 median against 1980, so a smaller share of its buildings is deep into those cycles; each building's own completion date sets its schedule.

Condo associations carry a third duty. Each building three habitable stories or higher needs a structural integrity reserve study at least every 10 years, the roof is the first item it covers, and the study puts an estimated remaining useful life on each item (Fla. Stat. 718.112(2)(g)).

Code

Membranes, slope and drains under the HVHZ sections

The HVHZ leaves less room than the rest of Florida's code. No loose-laid system, ballasted or not, is allowed (FBC-B 1515.1.5); a new deck needs at least 1/4 inch of slope per foot (1515.2.2.1); and the zone's minimums rise for other systems, to 2:12 for architectural metal panels and 4:12 for mechanically fastened tile.

Drainage is judged against the rain. A roof has positive drainage when it clears within 48 hours of rainfall, deck deflection included, and where a parapet would trap water if the main drains back up, the code calls for secondary overflow drains or scuppers (1503.4.1). The plumbing code sizes those drains on the 100-year hourly rate or approved local data (FBC-P 1106.1); NOAA Atlas 14 gives Homestead 5.2 inches an hour for that storm.

Before re-roofing, the code puts two checks on the job: the contractor must warn the owner of any possibility of ponding water and recommend a structural review if it is possible (FBC-B 1521.13), and no new system may go over a wet or deteriorated roof or over sheathing not fastened to code (1521.5).

Will a Homestead re-roof force upgrades to old rooftop equipment?

Only in one case. FBC-B 102.8 bars a local government from requiring existing rooftop mechanical equipment to meet the current code, except during reroofing when the equipment is being replaced or moved and does not comply. Leave a unit in place and the re-roof does not pull it into the code on its own. Raise any plan to move or swap a unit with the City of Homestead's Building Permits office, which issues roof permits inside the city, before the membrane design is final.

Which permit forms does a Homestead flat roof need?

The zone's Uniform Roofing Permit Application plus the HVHZ form for its system. Miami-Dade's Roofing Permits page requires the uniform application for all roofing permits and keeps separate HVHZ forms for built-up, single-ply, shingle, wood shingle or shake and metal roofs, along with a ridge ventilation calculation form. Attachments include the owner's notification for roofing considerations, product approvals and detail drawings, and the code has the contractor complete and sign the application. How often should a Homestead commercial roof be inspected?

Twice a year is the usual trade advice: NRCA recommends inspections in the fall and the spring. In Homestead those two visits bracket hurricane season, which runs June 1 to November 30 and peaks around September 10, and the spring one lands before the summer storms; Homestead General Aviation Airport averages 59.90 inches of rain a year.
