Of the two counties that make up the High-Velocity Hurricane Zone, Miami-Dade is the one you'll find listed first. That zone carries the strongest roofing provisions in Florida. Any commercial roof here must meet those provisions, not only the general state code. Check the product approval for every membrane and fastener before work starts.

Under the 25 percent rule, no more than 25 percent of a roof can be repaired or replaced in any 12-month period unless the whole roof system is redone. A roof built to the 2007 code or later may be exempt for the repaired section only. Ask the building office how this applies to your roof before you plan a partial job.

Ask each bidder to state the minimum slope and how the roof will drain within 48 hours of rain. Ponding water is a common failure on older flat roofs. Ask whether the bid includes a structural review if ponding is possible, because the contractor must raise that concern before starting.
