Milton was not the first test. Irma's gust at the same airport reached 60 knots in 2017, with 10.13 inches of rain on a Leesburg gauge, and Nicole added a 43-knot gust in 2022. In 2016 Hurricane Hermine spun up two EF-0 tornadoes, one of them near Fruitland Park and Lady Lake, that caused structural damage to some homes, and Ian's floods in 2022 reached parts of Lake County.
Shingles that have weathered a few summers are the usual weak point. University of Florida researchers found asphalt shingles tend to come partly unsealed after their first four years, mostly at the exposed corners, and they advise checking and hand-sealing loose edges to the maker's instructions. Ridge vents are the other: FEMA notes that a lost ridge vent leaves a long opening in the deck for rain.
Slow leaks with no storm behind them tend to follow the flashing, which the code requires where a roof meets a wall, wherever the slope or direction changes, and around every opening. On the 68 percent of Leesburg homes built before 2000, those metal pieces may be original or close to it.

When a Leesburg repair stops being a repair
In Florida's code, a roof repair is the reconstruction or renewal of part of an existing roof for maintenance, while a roof replacement strips the covering, fixes damaged substrate and puts on a new covering.
The 25 percent rule marks the line between them. On a roof system built before the 2007 code, repairing more than a quarter of the roof or of a roof section in 12 months brings the whole roof or section under current code. In a city whose median home dates to 1985, check whether your roof has been replaced since March 1, 2009, the day the 2007 code took effect; if not, the cap applies.
A small fix may go ahead without a permit if the building official allows it as an ordinary minor repair, and inside the city that call belongs to the City of Leesburg Building Department. Keep the paperwork either way: for insurance, partial repairs do not restart the roof's age, which runs from the last time its whole surface was replaced.

Why are there black streaks on my Leesburg roof?
Usually algae, most often Gloeocapsa magma. The asphalt roofing trade group ARMA says the staining is most widespread in the Gulf States and in warm, humid areas, and Leesburg's airport averages a daily high of 82.4°F across the year. One shingle maker reports no evidence that algae hurts shingle performance and calls it mainly cosmetic. Both sources say a bleach-and-water rinse can lighten it for a while, and both warn against pressure washing, which strips granules and shortens a roof's life.

Can I repair my own roof in Leesburg after a hurricane?
In limited cases. Florida's owner-builder exemption lets an owner who personally supervises the work repair or replace asphalt or fiberglass shingles, or wood shakes, on a one-, two- or three-family home after damage from an event covered by a Governor's state-of-emergency order. The work still needs a permit from the City of Leesburg Building Department for city addresses, and it still has to pass inspection.

What must a roof repair contract in Leesburg say?
Florida law sets three notices for any residential roof contract. One says the contractor may not offer a rebate, gift, deductible waiver or anything of value for allowing a roof inspection or making a claim; without it, the owner may void the contract within 10 days. Another, in bold 14-point type on the signature page, tells the owner to check coverage with the insurer before signing if the work relates to a claim. A third gives a 10-day cancellation right when the contract is signed within 180 days of a Governor's state-of-emergency declaration covering the home. None of this replaces the permit, which for a city address comes from the City of Leesburg Building Department.
