The Leesburg airport readings give the wind side: Irma's 42-knot sustained wind and 60-knot gust in 2017, Nicole's 43-knot gust in 2022, and Milton's 72-knot gust in 2024. The rain side came in totals of 10.13 inches at Leesburg in Irma and, in Milton, 8.89 inches south of Leesburg and 8.55 inches in Tavares.

FEMA's assessment teams found wind damage to roof coverings is a primary source of water intrusion, and that water also got in where ridge vents and soffits were lost. Soffits matter in Howey-in-the-Hills: they have historically performed poorly in hurricanes, and the 2007 Florida Building Code first required them to resist the same wind loads as walls. The 55.8% of homes here built before 2000 have soffits from before that rule, unless they have been replaced.

A roof's age counts from the last date 100% of it was built or replaced, and partial jobs add up: once later partial work reaches 100%, the age runs from the first of those partial replacements (Fla. Stat. 627.7011(5)(d)). A roof redone in sections still gets a new age once the sections cover all of it.

Can I sign my insurance benefits over to a roofer in Howey-in-the-Hills?

Not on a policy issued on or after January 1, 2023. Florida law says a policyholder may not assign any post-loss insurance benefit, in whole or in part, and an attempt is void, invalid and unenforceable (Fla. Stat. 627.7152(13)).
