About a third of Mascotte's homes, 35.1%, were built in 2010 or later, so their first roofs went on under the 2007 Florida Building Code or a newer edition. For a roof repair that matters: on those roofs, state law requires only the repaired part to meet current code, even when the damage passes 25%.

Milton, Irma and the weak spots on Mascotte roofs

Lake County's recent storms set the pattern. Milton in 2024 sent a 72-knot gust through Leesburg and dropped more than 10 inches on the south of the county: 11.26 at a gauge 5.1 miles northeast of Groveland and 10.83 at one 6.1 miles north-northeast of Clermont. Irma had tested the same roofs in 2017.

After Hurricane Ian, the most common roof damage federal investigators found was at hips and ridges, on newer roofs and older ones. Lost ridge vents open a slot in the deck, failed soffits let wind-driven rain into the attic, and University of Florida researchers found shingles tend to come unsealed at exposed corners after about four years.

Inside, leaks tend to show up where the code demands flashing: wall-to-roof joints, slope changes and every pipe or vent. With Mascotte split between pre-2000 builds, 39.8% of homes, and the post-2010 ones, the same stain can call for different fixes depending on the age of the roof above it.

Florida code

Patch or replace: the 25% line on a Mascotte house

Florida's code limits patching to 25% of a roof or roof section in any 12 months; past that, the whole section must be redone to current code. The exception covers roofs built, repaired or replaced to the 2007 code or later, where only the repaired portion has to meet today's rules, and local governments can't amend it.

So the first question on a damaged Mascotte roof is the roof's permit date, not the house's. A 1990s house re-roofed after March 1, 2009 may qualify; a house near the 2004 median still on its original shingles does not. The City of Mascotte Building Department's permit records are where that date lives.

A repair still needs a permit in most cases; Florida's code lets the building official waive one only for ordinary minor repairs. And a repair doesn't restart your roof's age for insurance: that clock resets only when 100% of the roof surface has been replaced.

Can a handyman repair my roof in Mascotte?

Only for small jobs. Florida exempts work of a casual, minor or inconsequential nature below a set contract amount from contractor licensing, but not when a bigger job is split up to dodge the law, and never for someone who advertises as a contractor. By statute, a roofing contractor's scope covers roof-deck attachments and the rotted sheathing or fascia found during the work. The City of Mascotte Building Department also registers contractors, so it can tell you who is on its list.

Does a small roof repair in Mascotte need a permit?

Often, yes, so ask first. Florida's building code requires a permit to repair a building and lets the building official approve ordinary minor repairs without one, so the answer belongs to the City of Mascotte Building Department. Check its online portal or ask the department with the size of the area and the materials. If the work would push past 25% of a roof section in 12 months on a pre-2009 roof, expect the conversation to turn to re-roofing that whole section.

How long do I have to report roof damage from a storm to my insurer?

One year from the date of loss for a new or reopened claim, and 18 months for a supplemental claim, under Florida law. For most Milton damage, whose federal declaration DR-4834 covered Lake County households, those clocks started in October 2024. The statute sets the deadline. Your policy and your insurer or agent decide what is covered.
