After Hurricane Ian, FEMA's teams found hips and ridges were the most common damage on newer and older roofs alike, and leaks tend to follow the flashing lines the code calls out.

Where Clermont roofs let water in

Clermont's storm record is mostly a rain record. Hurricane Hermine put 8.58 inches on a gauge just southwest of town in 2016. Milton brought 11.26 inches to a gauge near Groveland along with its total north of Clermont, and its wind peaked at a 72-knot gust at Leesburg's airport. Ian's 10 to 20 inches across central Florida flooded parts of Lake County in 2022.

Water usually gets in where wind has already done its work. FEMA's assessment teams name damaged roof coverings as a primary path for water into Florida homes, along with lost ridge vents and failed soffits. Soffits deserve a look on Clermont houses of a certain age: the 2007 Florida Building Code first required them to resist the same wind loads as walls, and every home permitted before that edition took effect on March 1, 2009 went up without the rule, including the 24.2% built before 2000.

Flashing is the other weak line. The code requires it where a roof meets a wall, where the slope or direction changes, and around every opening, and those are the places a slow leak usually starts.

Patch, section or whole roof: the Clermont rules

Florida draws the repair line in code. On a roof built before the 2007 code, no more than 25% of the roof or of a roof section may be repaired in any 12 months unless that whole roof or section is brought to current code. Roofs built to the 2007 code or later are exempt from that cap. With a 2006 median build year, Clermont has plenty of each, so the first question on a large repair is the roof's permit date.

A permit may not be needed for a small fix. The code lets the building official allow ordinary minor repairs without one, and for city addresses that official sits at City of Clermont Building Services, so ask before assuming either way. Florida's contractor law has only a narrow exemption for casual, minor work below a set contract price, and it never covers anyone who advertises as a contractor or splits a large job into small ones.

What should I do first when a storm damages my roof in Clermont?

Stay off the roof and out of rooms with sagging or wet ceilings, then photograph the damage inside and out. Report the loss to your insurer or agent soon: Florida law bars a new or reopened property claim unless notice reaches the insurer within one year of the date of loss, and a supplemental claim within 18 months. Does a small roof repair in Clermont need a permit?

It is the building official's call. The Florida Building Code requires a permit to repair a building but lets the building official allow ordinary minor repairs without one, and for city addresses that official works at City of Clermont Building Services. Size matters too: on a roof built before the 2007 code, redoing more than a quarter of the roof or of a section within 12 months means the whole roof or section must then meet current code. Describe the scope to the city before work begins.

Why do ridge vents leak after big storms around Clermont?

Ridge vents run along the peak, and when a vent or the ridge shingles over it blow off, they leave an open slot in the roof deck. FEMA documented a house whose ceilings collapsed after a hurricane even though the only roof damage was lost ridge shingles and a lost ridge vent. FEMA recommends vents tested for wind and wind-driven rain and fasteners long enough to pass fully through the sheathing. With storms like Hermine dropping 8.58 inches just southwest of town, an open ridge can let in a lot of water fast.
