Where storm water gets into a Montverde roof

After Hurricane Ian, FEMA's assessment team found damage to hips and ridges was the most common roof damage, on new and old roofs alike, and reported that 90 percent of asphalt shingle roofs older than seven years showed visible damage (FEMA P-2342 as summarized by ICC; Florida's roofing association disputes how much of that is the product). Montverde's median home dates to 2000, so unless a roof here was replaced in the last seven years, it is past that line.

Milton tested those weak points with water. NHC's report lists 10.83 inches of rain north-northeast of Clermont and 11.26 inches northeast of Groveland, both near Montverde, and a 72-knot gust at Leesburg's airport. Rain like that finds the places the code requires flashing: wall-to-roof joints, changes in slope, and every pipe or vent opening (FBC-R R903.2.1). FEMA also singles out ridge vents, because losing one opens a strip of deck to the weather.

Most of what gets repaired here is a site-built roof. Mobile homes are 3.2% of Montverde's housing, against 16.3% countywide, and on a site-built house the layer under the shingles matters: FEMA found a sealed roof deck can significantly cut the water that gets in when the covering is lost.

The 25% line between a Montverde repair and a new roof

Florida's code lets you repair or replace up to 25% of a roof or roof section in 12 months. Beyond that, the whole section has to be redone to current code, unless the roof was built to the 2007 code or later (FBC-R R908.1.1; Fla. Stat. 553.844(5)). It is a building-code rule about how much may be patched, and nothing in it says an insurer must pay for a full roof.

Small jobs may not need a permit at all. FBC-B 105.2.2 lets the building official allow ordinary minor repairs without one, and inside town limits that call belongs to the Town of Montverde's permitting office. Anything beyond an ordinary minor repair needs a permit under FBC-B 105.1.

Are the black streaks on my Montverde roof damage?

Usually not. Dark streaks are algae, most often Gloeocapsa magma, and ARMA says this discoloration is most widespread in warm, humid places such as the Gulf States. Leesburg's NOAA normals, a mean daily high of 82.4°F and 43.78 inches of rain a year, fit that description. Owens Corning reports no evidence that algae affects how asphalt shingles perform. If you clean it, both ARMA and Owens Corning say a bleach-and-water solution may lighten it for a while, and both warn against pressure-washing, which strips granules.

How long do I have to report roof storm damage to my insurer?

Florida bars a new or reopened property claim unless notice reaches the insurer within 1 year after the date of loss, and a supplemental claim unless notice comes within 18 months (Fla. Stat. 627.70132). For a Montverde roof damaged in a storm like Hurricane Milton, the statute measures that year from the date of loss. What your policy covers, and how, is a question for your insurer or agent; the statute only sets the deadline.

Who may repair my roof in Montverde?

For pay, roofing is work for a roofing contractor, whose scope in Florida law covers roof-deck attachments and any sheathing or fascia repair needed during the job (Fla. Stat. 489.105(3)(e)). A homeowner can act as their own contractor on a one- or two-family home they live in, personally supervising the work (Fla. Stat. 489.103(7)). Either way, a repair larger than an ordinary minor one needs a permit, which inside town limits comes through Montverde's Permitting Clerk.
