Half of Center Hill's homes were built in 1980 or earlier, and eight hurricanes from Hermine in 2016 to Milton in 2024 drew FEMA disaster declarations naming Sumter County. On roofs that age, storm leaks tend to start at ridges, edges and flashing, and Florida's 25 percent rule decides whether a repair can stay a repair.

Where Center Hill roofs take storm damage

Milton in 2024 is the freshest test. Sumter County gauges in the hurricane center's report caught 8.78 inches near The Villages, 9.36 near Oxford and 11.71 at a third site, and FEMA's DR-4834 opened individual assistance to county households. Irma in 2017 left 9.18 inches near The Villages and drew the same kind of declaration.

FEMA's field teams keep finding one pattern. Wind damage to the roof covering is a primary source of water intrusion, and a lost ridge vent opens a long slot in the deck; in one FEMA example, ceilings collapsed when the only roof damage was missing ridge shingles and a ridge vent. After Ian, hips and ridges were the most common damage on new and old roofs alike.

Leaks that are not storm damage tend to follow the flashing. The code requires flashing where a wall meets the roof, wherever the slope or direction changes, and around every opening, which makes a good map of where to look on a 1980-era Center Hill roof.

Repair rules

Permits, handymen and the 25 percent cap

Ordinary minor repairs can go without a permit only with the building official's approval (FBC-B 105.2.2). For Center Hill that official works at Sumter County Building Services, so whether a small fix needs a permit is the county's call.

Florida lets someone outside the contracting trades take only casual, minor jobs under a set contract price, and never a bigger job split into pieces or anyone who advertises as a contractor (section 489.103(9)).

The bigger limit is the 25 percent rule. Patch more than a quarter of a roof or roof section in 12 months and the whole section must meet current code, unless the roof was built to the 2007 code or later. The median year built for Center Hill homes is a fact about the houses, not their roofs, so check when your own roof was last built, repaired or replaced: the 25 percent rule exception applies only to a roof done in compliance with the 2007 Florida Building Code or later, which took effect March 1, 2009.

Do I need a permit to fix a few shingles in Center Hill?

Not always, but the decision belongs to the county. The Florida Building Code lets ordinary minor repairs go without a permit only with the building official's approval, and for Center Hill that official works for Sumter County Building Services, which has run building services in all five county cities since April 1, 2025. Bigger repairs, and any re-roof, go through a permit and inspections.

Can a handyman repair my Center Hill roof?

Only inside a narrow exemption. Florida exempts work of a casual, minor or inconsequential nature below a set contract amount from contractor licensing, but not when a larger job is split up to fit under it, and not for anyone who advertises as a contractor. Roofing for pay otherwise belongs to a roofing contractor, whose legal scope includes deck attachment and replacing damaged sheathing or fascia during a repair. Whether the job needs a permit is a separate question for Sumter County Building Services.

Start from the ground and the attic, not a ladder. Citizens' 4-point form lists the damage an inspector records: cracking, cupping or curling, heavy granule loss, exposed felt, missing or loose shingles or tiles, soft spots in the deck, and leaks in the attic or on ceilings. Milton put as much as 11.71 inches of rain on Sumter County gauges, so ceiling stains that appeared after October 2024 are worth tracing. Coverage questions belong with your insurer or agent; Florida law requires notice of a new property claim to reach the insurer within 1 year after the date of loss.
