What the code asks of a Center Hill commercial roof

Building size does not change the basics. A new low-slope roof needs at least a quarter inch of fall per foot, 2 percent, whether it is built-up, modified bitumen, single-ply or spray foam (FBC-B 1507). The code defines positive drainage as a roof that drains within 48 hours of rain, and where a parapet could trap water if the main drains back up, it calls for secondary drains or scuppers (section 1503.4.1).

Wind is the other constant. Sumter County designs for 135 mph, and commercial roof decks and coverings must resist Chapter 16 wind loads. The metal edge on a built-up, modified bitumen or single-ply roof has to pass the ANSI/SPRI ES-1 tests or RAS 111 (FBC-B 1504.5).

Metal buildings follow their own slope table: standing-seam panels may run as low as a quarter inch per foot, while lapped panels without sealant need 3 in 12 (FBC-B 1507.4.2).

Two documents trip up owners. The permit card warns that failing to record a Notice of Commencement can mean paying twice for the work, and above a set contract amount the permitting office needs a copy before the first inspection (FBC-B 105.8; Fla. Stat. 713.135). The permit itself lapses if work does not start within 6 months of issue or stalls for 6 months.

Only if it is being replaced or moved and does not comply. Under FBC-Building 102.8, a local government may not require existing rooftop mechanical equipment to meet the current code except during reroofing, when the equipment is replaced or moved and is out of compliance. Equipment fastened to code on rated stands or curbs is deemed to meet the 2007 code's wind rules (Fla. Stat. 553.844(4)). In Center Hill that judgment belongs to Sumter County Building Services.

How long can water stand on a flat roof in Center Hill?

Forty-eight hours is the line both the code and the trade use. Florida's code defines positive drainage as a roof that drains within 48 hours of rain, and the NRCA roofing manual calls for no ponding 48 hours after a rain in drying conditions. Water that lingers longer means the roof is not draining the way the code defines it. Milton dropped up to 11.71 inches on Sumter County gauges in 2024, so a roof that pools after an ordinary afternoon storm is worth fixing before the next big one.

Can a metal roof go over an old commercial roof in Center Hill?

Sometimes. The code lets a complete, separate standing-seam metal system that carries its loads to the structure go over an existing roof without a tear-off (FBC-B 1511.3 exception). Other recovers are barred when the old roof is water-soaked or deteriorated, already has two or more roofs on it, or has unsecured blisters. A Sumter County Building Services permit is required either way, and the county designs for a 135 mph wind.
