Commercial roofing in Sumter County, FL
Since April 1, 2025, Sumter County Building Services has issued building permits for all five cities and the unincorporated county, so every commercial roof here goes through one permit desk and one reading of the 2023 Florida Building Code. Commercial roofing in Sumter County follows the code's standard low-slope rules, where drainage, edge metal and wind uplift decide what passes.

Commercial roofing in Sumter County, in short
No HVHZ rules apply in Sumter, so a commercial roof here is built to the standard Chapter 15 of the Florida Building Code at the county's 135 mph criterion. A new low-slope roof gets a minimum quarter-inch fall per foot, and rain has to leave it within 48 hours. Membrane roofs also need edge metal that is wind-designed and passes ANSI/SPRI ES-1 or RAS 111 testing.
Drainage
Draining a flat roof in Sumter's heaviest hour
Florida's plumbing code sizes roof drains on the 100-year hourly rainfall rate, or on local weather data the building official accepts (FBC-P 1106.1). For Sumter, our data takes that rate from the NOAA Atlas 14 point at The Villages: 3.96 inches in the 100-year hour, and 2.83 inches even in a 10-year hour.
The building code then asks for positive drainage: enough slope, after the deck deflects under load, to clear the roof within 48 hours of rain. New built-up, modified bitumen, single-ply, spray foam and liquid-applied roofs need a minimum slope of one-quarter inch per foot. Where a parapet would trap water if the main drains back up, secondary overflow drains or scuppers are required (FBC-B 1503.4.1).
Options
Recover, coat or tear off a Sumter commercial roof
Sumter County Building Services lists a Re-Roof / Roof-Over permit type, but the code bars a recover in five cases: the old roof is water-soaked or too deteriorated to serve as a base; it is wood shake, slate, clay, cement or asbestos-cement tile; it already has two or more layers; it has blisters that are not cut and secured; or the new system cannot meet the securement rules over it.
A sound decision runs in this order:
- Start by counting the roof layers already in place: two or more rules out a recover.
- Find wet areas with a moisture survey confirmed by cores; soaked material is not a recover base.
- Test drainage next: water should be gone within 48 hours, and a coating has to be rated for whatever ponding is left.
- Then weigh the 25% rule against the roof's code era, since a roof built to the 2007 code or later can take repairs past a quarter of a section without redoing all of it.
- Ask for the Florida product approval number of every component.
Wind
Edge metal, rooftop units and Sumter's storm record
FBC-B 1504 ties roof decks and coverings to Chapter 16 wind loads and sends metal edge systems on built-up, modified bitumen and single-ply roofs through ANSI/SPRI ES-1 tests RE-1, RE-2 and RE-3, or RAS 111. Sumter County sets its design criterion at 135 mph.
The county's storm record explains the caution. Ian, Nicole, Idalia, Debby and Helene each brought a FEMA major disaster declaration that designated Sumter County for Public Assistance, and Irma and Milton added aid for households.
Rooftop equipment has its own rule. FBC-B 102.8 lets existing rooftop units stay as they are through a re-roof; only a unit that is being replaced or moved, and does not comply, has to be brought to current code.
Associations
Condo boards and the roof study law
If your condominium building has three or more habitable stories, Fla. Stat. 718.112(2)(g) requires the association to commission a structural integrity reserve study at least once every 10 years, and the roof heads its list. It is a visual inspection, and it puts a remaining-life estimate on each item.
For any building, NRCA suggests checking the roof twice a year, in fall and spring, for loose seams, worn flashing and granules collecting in drains. In Sumter County the spring check carries the most weight: Debby, Helene and Milton all brought FEMA declarations here in 2024, between August and October.

Does a commercial roof repair in Sumter County need a permit?
A permit is the default, with room for small jobs. The Florida Building Code requires a permit to repair a building and lets ordinary minor repairs go ahead without one when the building official agrees (FBC-B 105.1, 105.2.2); for every address in the county, that official is at Sumter County Building Services. The stricter rule, a permit for every roofing repair, applies only in the High-Velocity Hurricane Zone of Broward County and Miami-Dade County.
How long can water stand on a flat roof in Florida?
No more than 48 hours after rain, under the code's definition of positive drainage, which builds in slope beyond the deck's deflection under load. NRCA applies the same 48-hour test in conditions that allow drying. Sumter roofs get tested often: at The Villages, our Atlas 14 point for the county, a 10-year storm brings 2.83 inches in one hour. Water still standing after two days points to a slope, drain or deck problem worth a closer look.
Can a roof coating replace a new commercial roof?
Only on a sound roof. A water-soaked or deteriorated roof is not an adequate base under the building code's reroofing rules, and two existing layers require a tear-off. Table 1509.2 lists the standards a coating must meet, on top of the code's fire classification, and Fla. Stat. 489.105 treats any coating sold to stop leaks or add life as roofing work. Sumter County Building Services lists a Re-Roof / Roof-Over permit type for recovers.
How do we choose a commercial roofer for a Sumter County building?
Check four things. First, the contractor's state roofing certificate or registration on DBPR's public lookup at myfloridalicense.com. Second, the Florida product approval numbers for the system they propose, which you can verify on the Florida Building Commission's search. Third, how they will meet the 48-hour drainage rule and the edge-metal test standard. Fourth, that the permit comes from Sumter County Building Services before any work starts.
