The larger rule is the 25% cap: on a roof built before the 2007 code, repairing more than a quarter of a roof section in 12 months means redoing the whole section to current code. Storms

Where Sumter roofs fail in a named storm

FEMA issued six major disaster declarations covering Sumter County for storms from 2022 through 2024: Ian, Nicole, Idalia, Debby, Helene and Milton. FEMA's field teams keep finding the same weak points.

  • Hips and ridges. These led FEMA's damage count after Hurricane Ian, and newer roofs were not spared.
  • Ridge vents. FEMA's Hurricane Michael advisory found that a lost ridge vent opens the deck to water, enough in one house to bring the ceilings down.
  • Soffits. They have a poor hurricane record, and only since the 2007 Florida Building Code have they had to resist the same wind loads as walls.
  • Flashing. Water gets in where the code demands flashing: where a wall meets the roof, where the slope changes and around every pipe, vent or skylight (FBCR R903.2.1).

Repair or replace

The 25% rule and Sumter's 2009 dividing line

Under FBCR R908.1.1, once more than 25% of a roof or roof section is repaired, replaced or recovered within 12 months, the whole section has to be brought to current code. The exception sits in Fla. Stat. 553.844(5): when the existing roof was built, repaired or replaced under the 2007 code or any later edition, the code reaches only the part being worked on, even past 25%.

The 2007 code took effect on March 1, 2009, and that date splits Sumter County's housing. 36.2% of homes here were built in 2010 or later, so an original roof on one of them falls under the exception. A home built before 2009 that has never been re-roofed does not, and that includes the county's median house, built in 2006.

Florida's building code wants a permit for repairs, yet lets the building official wave through ordinary minor ones without it (FBC-B 105.1, 105.2.2). For every address in Sumter County, that official works at Sumter County Building Services, so ask there before a small job.

Fla. Stat. 489.103 carves small, casual jobs under a set contract amount out of contractor licensing; the carve-out fails if a bigger job is split to fit under it, or if the worker advertises as a contractor. Deck attachment and the sheathing or fascia repairs a roof job turns up are roofing contractor work (489.105).

Policies issued since January 1, 2023 bar assigning post-loss insurance benefits to anyone else, a contractor included (Fla. Stat. 627.7152(13)).

Florida also limits what a roofer may do around claims. Under Fla. Stat. 489.147, a contractor may not urge a homeowner to file a roof claim through a prohibited advertisement, offer anything of value for an inspection or a claim, or interpret your policy. Can old flashing or tiles go back on during a Sumter County roof repair?

Some tile can; worn metal cannot. FBCR R908.5, part of the 2023 code Sumter County Building Services enforces, lets salvaged slate, clay or concrete tile go back on a tile roof only if it matches in material and profile, never cracked or broken. Rusted, damaged or deteriorated vent flashing, metal edging, drain outlets, collars and counterflashing may not be reinstalled at all.

When is the best time of year for roof repair in Sumter County?

Before June 1, when the Atlantic hurricane season opens. The season runs to November 30 and peaks around September 10, and the storms behind Sumter County's FEMA declarations since 2016 began from early August, with Debby, to early November, with Nicole. A lifted flashing fixed in spring never meets a storm like Milton, which put 11.71 inches on one Sumter gauge.

How long do I have to report storm roof damage to my insurer?

You have 1 year from the date of loss to give notice of a new or reopened claim, and 18 months for a supplemental one (Fla. Stat. 627.70132). Because hips and ridges take more storm damage than any other part of a Florida roof, and a ridge vent covers an open slot in the deck. FEMA's team found hip and ridge damage the most common roof damage after Hurricane Ian, which brought a FEMA declaration for Sumter County in 2022, and it recommends ridge vents tested for wind-driven rain. The shingles around it and the 25% rule decide whether it is a repair or a re-roof.

Will a roof repair reset my roof's age for insurance?

No. Under Fla. Stat. 627.7011(5)(d), a roof's age for insurance runs from the last date 100% of its surface was built or replaced, or from the first partial replacement once later work brings the total to 100%. A Sumter County home built in 2006, the county median, that still has its first roof counts as having a 20-year-old roof no matter how many patches it has had. A full re-roof is what restarts that clock.
