Sumter County Building Services permits every re-roof under the 2023 Florida Building Code, with two inspections: sheathing and dry-in, then the finished roof. Once the old covering is off a wood deck, the code requires deck nailing to the re-nailing table and a secondary water barrier (FBCR R908.7). Homes built before 2002 predate the statewide code; homes from 2010 on, 36.2% of the county, went up after the 2007 edition took effect.

What a re-roof adds to a Sumter house built before 2000
Every Sumter house from before 2000 was built under local rules, since Florida's first statewide building code replaced them only on March 1, 2002.
Since a 2007 deadline set by Fla. Stat. 553.844(3), every re-roof of a site-built single-family house in Florida has had to add stronger deck attachment and a secondary water barrier. The current version sits in FBCR R908.7:
- Where the deck is held by staples or 6d nails, at any spacing, ring-shank nails are added until none sit more than 6 inches apart (Table R908.7.1.2).
- 8d nails spaced wider than 6 inches get added nails to close the gap to 6 inches; 8d nails at 6 inches or closer need nothing more.
- A secondary water barrier goes over the deck by one of three methods: a fully adhered membrane, taped deck seams under underlayment, or two layers of felt-type underlayment.
That last item also shows up on the state's wind mitigation form (OIR-B1-1802, Rev. 04/26), where the adhered membrane, taped seams or a qualifying double layer count as a secondary water resistance barrier and plain underlayment does not. Your agent can say whether your insurer credits it.

Building a new roof for Sumter's 135 mph criterion
Against Sumter's 135 mph criterion, every roofing product needs Florida statewide product approval (Fla. Stat. 553.842). Ask for the approval number of the shingle, the underlayment and the edge metal, then check them on the Florida Building Commission's search.
On a shingle roof, drip edge runs along the eaves and gables on top of the underlayment, each piece overlapping the next by 3 inches or more (FBCR R905.2.8.5). Flashing goes at every wall and roof intersection, change of slope and roof opening (R903.2.1), and rusted or damaged vent flashing, metal edging and counterflashing may not be reinstalled (R908.5).

Above a set contract amount, a recorded Notice of Commencement is due before the first inspection, or you risk paying twice (FBC-B 105.8, Fla. Stat. 713.135).

Sheathing and dry-in inspection
With the old roof off, the inspector checks the deck, its fasteners and the dry-in (FBC-B 110.3).

Last comes the finished roof: dry-in, insulation, covering and flashing all get a look.

Does Sumter County allow a roof-over instead of a tear-off?
Sumter County Building Services lists a Re-Roof / Roof-Over permit type, but the code decides whether your roof can take one. FBCR R908.3 sends the job to a full tear-off if the old roof is water-soaked or too worn to hold a new one, if it is wood shake, slate or tile, or if it already carries two layers or more. The 8th edition's roof re-cover sections read "Reserved," so ask the building official before you plan on an overlay.
Are there roof replacement grants for Sumter County homes?
The state's My Safe Florida Home program (Fla. Stat. 215.5586) offers matching grants under set conditions, and the statute says it creates no entitlement. The statute confines grants to site-built single-family homes that are owner-occupied, carry a homestead exemption and were built before 2008, among other conditions. With a 2006 median build year, many Sumter homes predate 2008. Whether applications were open on October 5, 2026 was not stated on the program's site, so check there.
How long is a Sumter County re-roof permit good for?
Six months to start. Under FBC-B 105.4.1, part of the 2023 Florida Building Code that Sumter County Building Services enforces, a permit becomes invalid if work does not begin within 6 months of issue, or if work stops for 6 months. Work counts as active while it passes an inspection at least every 180 days. Mind the calendar as well, because a Sumter application dated December 31, 2026 or later must meet the 9th edition.

Heat is one guide: the Bushnell 1 E station averages a daily high of 81.8°F, and reflective roofs keep attics far cooler than dark shingles. For insurance, Citizens treats shingle as a soft roof that needs proof of 5 more years of life once it is over 25, and tile or metal as a hard roof with a 50-year line.
