New roofs in Sumter County, in short
Sumter County Building Services permits and inspects new homes in every city and in unincorporated areas. The code sets the roof's checkpoints: framing, then sheathing and dry-in, then the roofing inspection. Sheathing nails are ring-shank, at spacings the code tightens as design wind speed and exposure rise; the county's criterion is 135 mph. Florida law lets a builder lay shingles on its own new homes but sends tile, metal and membrane roofs to a roofing contractor.

Which code a new Sumter roof is built to
Sumter's housing count shows the building: 75,304 units in the 2020 Census and 84,068 in the 2020-2024 survey, with 36.2% of all homes built in 2010 or later against 14.2% statewide. Nearly all of the county's growth has come from the expansion of The Villages.
Every one of those roofs answered to a code edition. The 8th edition, the 2023 Florida Building Code, took effect December 31, 2023, and Sumter County Building Services enforces it today. From December 31, 2026, the 9th edition governs every permit application and set of plans submitted, so a house still on paper this winter may be built to it.
A roof permitted after March 1, 2009, when the 2007 code took effect, keeps one advantage for life: it can be repaired past 25% of a section without redoing the whole section to current code (Fla. Stat. 553.844(5)).

Checked after the roof framing, trusses, bracing and connectors are in place.

Sheathing
Roof sheathing and its fasteners, inspected on their own or as part of dry-in. The code calls for RSRS-03 ring-shank nails, 2 1/2 inches by 0.131 inch, with RSRS-01 or RSRS-04 allowed on sheathing 15/32 inch or thinner (FBCR R803.2.3.1).

One of three underlayment methods: a fully adhered membrane over the whole deck, taped deck seams under underlayment, or two layers of felt-type underlayment nailed on a set pattern (FBCR R905.1.1.1).

Dry-in, insulation, roof covering and flashing, then the final inspection (FBC-B 110.3).
Nail spacing is where Sumter's wind criterion shows up. Near roof edges, ridges and hips, the sheathing table tightens from 6-inch spacing to 4 inches, then 3, as design wind speed and exposure rise; with the county at 135 mph, the lot's exposure category decides which column applies.

Buying a new Sumter home: roof items to check
A builder now owes the buyer of a new Sumter home a one-year statutory warranty under Fla. Stat. 553.837, in force since July 1, 2025, for defects in equipment, material or workmanship that amount to a material violation of the Florida Building Code. Wear and tear, settling, damage the owner causes and natural disasters are outside it.
Before closing, ask for the roof's permit and inspection dates from Sumter County Building Services. Your roof's age for insurance runs from the date its whole surface was built (Fla. Stat. 627.7011(5)(d)), so those dates follow the house for years.
Look at the soffits too: FEMA recommends fastening soffit panels at both the wall and the fascia.

Which code applies to a new home permitted in Sumter County after 2026?
The 9th edition of the Florida Building Code. Anything submitted from December 31, 2026 on must comply with it. Until that date, Sumter County Building Services enforces the 8th edition, the 2023 code that took effect December 31, 2023. If your plans are drawn but not yet submitted, the filing date decides which edition the roof is built to, so ask your designer to check the roof details against both.
Can my builder install the roof on my new Sumter County home?
If it is a shingle roof on a home the builder is constructing, the law allows it. Under Fla. Stat. 489.113(3), a general, building or residential contractor may shingle a new building of its own construction with asphalt, fiberglass or wood shingles or shakes, but must hand tile, metal and membrane roofs to a roofing contractor. Either way, Sumter County Building Services inspects the sheathing, the dry-in and the finished roof before the final.
Is a defect in my new Sumter County roof the builder's responsibility?
For the first year, if the defect amounts to a material violation of the Florida Building Code. Fla. Stat. 553.837, in effect since July 1, 2025, makes the builder warrant equipment, material and workmanship from the builder and its subcontractors and suppliers, counted from closing or first occupancy, whichever comes first. Normal wear, settling, owner-caused damage and acts of God are excluded, so a storm like Hurricane Milton, which brought a FEMA declaration for Sumter County in 2024, is not a builder's defect.
Can a private provider inspect a new roof in Sumter County?
Yes. Under Fla. Stat. 553.791, the owner of a building, or the owner's contractor with the owner's written authorization, may choose a private provider for plan review or building code inspections at any time. That provider must hold a state license as a building code administrator, an engineer or an architect. Sumter County Building Services remains the permitting office for every city in the county, a role it has held for all five since April 1, 2025.
