Most requests start with an insurer. Citizens Property Insurance requires a 4-point inspection, roof included, on applications for homes more than 20 years old, and with a median build year of 2006, about half of Sumter's houses are at that line now. The wind mitigation form, OIR-B1-1802, is the other common one: it records the roof covering, deck nailing, roof-to-wall connections and the water barrier, and stays valid up to five years if nothing material changes.
The forms
Three roof forms Sumter insurers ask for
- 4-point inspection. Citizens asks for it on owner, dwelling and mobile home applications once a property passes 20 years. On the roof page it notes covering, age, remaining useful life, last roofing permit date, any partial replacement and the damage found.
- Roof inspection form (Citizens RCF-1). It is signed by a general, residential, building or roofing contractor, a building code inspector or a home inspector, with photos of every slope, and it documents remaining useful life, which Citizens needs on shingle roofs over 25 years and tile or metal roofs over 50.
- Wind mitigation form (OIR-B1-1802, Rev. 04/26). It asks about the code era, the wind region, the roof covering, deck attachment, roof-to-wall connections, roof shape and a sealed deck. By state law insurers must offer credits for these features, which come off the hurricane-wind part of the premium only.
Under Fla. Stat. 627.7011(5), the inspector for a 15-year-old roof can be a home inspector, a building code inspector, a general, building, residential or roofing contractor, an engineer or an architect, as long as the insurer accepts them.
Wind mitigation
How the wind mitigation form reads a Sumter house
Question 1 asks the building code era: the 2001 or 2004 Florida Building Code, or 2007 and later. Sumter's median home dates to 2006, so a large share of houses here fall on the older side, while the 36.2% built in 2010 or later fall on the newer.
Question 2 asks for the wind region, read from the ASCE hazard tool at the home's address: 140 mph or more is Region 1, 130 to 139 mph Region 2, under 130 Region 3. The county's own design criterion is 135 mph, but the form goes by the tool's figure for your lot.
The answers a re-roof can change are deck attachment, roof-to-wall connections and the secondary water resistance barrier, which plain underlayment or hot-mopped felt cannot satisfy on the current form. Insurers set their own credit amounts; the state's consumer notice says the discounts are not added together, so ask your agent for your insurer's figures.

Mobile homes, and owners who would rather not climb
Mobile homes are 11.3% of Sumter County's housing, above Florida's 8.0%. Two rules split here. Citizens' 4-point requirement includes mobile home applications on properties more than 20 years old, while Florida Senate staff read the 15-year roof rule in Fla. Stat. 627.7011(5) as leaving mobile home policies out.

What is the 15-year roof rule, and how does it apply in Sumter County?
Under Fla. Stat. 627.7011(5), an insurer may not refuse to write or renew a homeowner's policy just because the roof is under 15 years old. Once a roof reaches 15, the insurer must let you have it inspected, at your cost, before requiring a replacement, and if the inspector finds 5 or more years of useful life, roof age alone cannot be the reason for a refusal. In Sumter County only 36.2% of homes were built in 2010 or later, so most original roofs here are already past 15.
Does my Sumter County home need a 4-point inspection?
With Citizens, a home past 20 years needs one on any owner, dwelling or mobile home application. The inspector reports on four systems: electrical, plumbing, heating and air conditioning, and the roof. Sumter's median home was built in 2006, so the typical house here turns 20 in 2026. Other insurers write their own rules, and your agent can say what yours asks for.
How long is a wind mitigation report good for?
For a Sumter County home, form OIR-B1-1802 (Rev. 04/26, in effect since April 1, 2026) stays usable for up to five years, unless the structure changes materially or an error turns up. A re-roof rewrites its deck-attachment and water-barrier answers, so ask your agent about updating it afterward. Its wind region comes from the ASCE tool for your lot, not the county's 135 mph criterion; Region 2 is 130 to 139 mph.
Where do I find my roof's permit date for an inspection form?
Start with Sumter County Building Services. The 4-point form asks for the date of the last roofing permit, and since April 1, 2025 the county has handled permits for all five cities and the unincorporated area. For a roof permitted inside Bushnell before that date, the record may sit with the city, so ask the county where to look. For a home on the Marion County side of The Villages, check with Marion County.
What will fail a roof inspection in Florida?
Insurers decide what fails; the forms record what the inspector finds. Citizens' 4-point form lists the damage to report: cracking, cupping or curling, heavy granule loss, exposed asphalt or felt, missing or loose tabs or tiles, soft decking, hail marks and leaks visible in the attic or on ceilings. It also records remaining useful life. A 2006 shingle roof, the county's median vintage, has about five years before it crosses Citizens' 25-year line, after which proof of 5 more years of life is required.
