Re-roofing a pre-2000 house in Center Hill

The town's median build year is 1980, and the Florida Residential Code does not grandfather an old deck once the covering comes off. Section R908.7 applies whenever a roof is removed and replaced on a house with a lumber, plank or wood-panel deck: the deck attachment has to meet section R908.7.1, and a secondary water barrier goes in under R908.7.2.

On the roof, that starts with the nails already in the deck. Staples or 6d nails, at any spacing, get added ring-shank nails no more than 6 inches apart. Existing 8d nails at 6 inches or closer need nothing more, and wider 8d spacing is filled in to 6 inches (Table R908.7.1.2). Then the deck seams get sealed by one of three code-listed methods, from self-adhering membrane over the whole deck to taped seams under a standard underlayment (R905.1.1.1). FEMA's Hurricane Michael advisory found that a sealed deck can significantly reduce the water that gets in when shingles blow off.

Florida's re-roof upgrade law, section 553.844(3), was written for site-built single-family homes. Mobile homes are 38.2 percent of Center Hill's housing units, so say which kind of home you have when you ask for a quote; the scope follows the structure.

The county permit and the 25 percent line

Sumter County Building Services issues Center Hill re-roof permits under a Re-Roof / Roof-Over permit type, and has handled permits for every city in the county since April 1, 2025. Reroofs are exempt from plan review (FBC-B 107), but two inspections still happen: sheathing with the dry-in, then a roofing inspection covering dry-in, insulation, coverings and flashing (FBC-B 110.3).

If only part of the roof is worn out, Florida's 25 percent rule sets the limit. Repairing or replacing more than a quarter of a roof section within 12 months means the whole section must be redone to current code (R908.1.1), unless the existing roof was built to the 2007 code or later (Fla. Stat. 553.844(5)). The 2007 code took effect March 1, 2009, so a roof put on before that date does not get the exception.

Will a Center Hill re-roof need new nails in the deck?

It depends on the nails already holding the deck, and on a house built around Center Hill's 1980 median year nobody knows until the shingles come off. The code's table sets the rule: staples or 6d nails at any spacing get supplemental ring-shank nails no more than 6 inches apart, and wider-spaced 8d nails get filled in to 6 inches. Only a deck already nailed with 8d nails at 6 inches or tighter passes as it is.

Can I put a new roof over my old one in Center Hill?

Sometimes the code rules it out before anyone asks. A full tear-off is required when the existing roof is water-soaked or too deteriorated to hold a new covering, when it already has two or more layers, when the old covering is tile, slate or wood shake, or when blisters are not cut open and secured (R908.3). Sumter County lists a Re-Roof / Roof-Over permit type, but the 2023 residential code marks its own re-cover sections Reserved, so confirm with the county before planning an overlay.

Does a new roof change my wind mitigation report?

It can. The state form, OIR-B1-1802, stays valid for up to five years only if no material changes are made to the house, and a re-roof changes items it grades, such as deck attachment and the secondary water barrier. Standard underlayment or hot-mopped felt alone does not count as a secondary water barrier on the current form. After a Center Hill re-roof that Sumter County Building Services has inspected at dry-in, ask your insurer whether a new form would change your premium.
