Where water gets into older Bushnell roofs
Storm damage concentrates in a few places. FEMA's team after Hurricane Ian, as the International Code Council summarized its report, found hips and ridges damaged more than any other part of the roof, on new and old roofs alike. Ridge vents carry their own risk: in one house FEMA studied, the ceilings came down even though the roof had lost nothing but its ridge shingles and ridge vent.
Soffits are the next weak point, and age matters there. FEMA says soffits have historically performed poorly in hurricanes and often let in significant water when they fail, and it was the 2007 Florida Building Code that first required them to resist the same wind loads as walls. With a median build year of 1983 and 79.6 percent of homes built before 2000, most Bushnell soffits went up before that change.
Leaks that show up without a storm usually trace back to flashing. Florida's code calls for it at every wall-to-roof joint, at each change of slope or direction, and around openings such as plumbing vents and skylights.
The 25% rule
When a Bushnell repair turns into a replacement
Florida limits a repair to 25 percent of a roof or roof section in any 12-month period; past that, the whole section must be redone to current code. The exception covers a roof built, repaired or replaced to the 2007 code or later, which took effect March 1, 2009. On a Bushnell house whose current roof went on before that date, a storm repair that crosses 25 percent can become a section replacement.
Small jobs are a judgment call. The building code lets ordinary minor repairs go ahead without a permit when the building official approves, and for Bushnell that official sits at Sumter County Building Services, the city's permit office since April 1, 2025. Florida also exempts casual, minor or inconsequential work below a set contract price from contractor licensing, but not a larger job split up to dodge the law.

How hard did Hurricane Hermine hit Bushnell?
In rain, about 6.54 inches: that is the storm total NOAA's Hermine report lists for a CoCoRaHS gauge 1.0 mile north-northwest of Bushnell in 2016. FEMA's DR-4280 then designated Sumter County for Public Assistance; unlike the declarations for Irma in 2017 and Milton in 2024, it did not open Individual Assistance to households. A roof that has come through all three without a close look is due one, starting at the ridge, the hips and the flashing.

Should I repair or replace the roof on an older Bushnell house?
Start with the roof's age and the 25 percent line. The roofing contractors' trade group, NRCA, puts the design life of most new roofs at about 20 years. If yours went on before March 1, 2009, Florida's 25 percent rule applies to it in full, so a repair larger than a quarter of a section in a year means redoing that section. In a town where 79.6 percent of homes predate 2000, count the layers too: a roof that already has two needs a full tear-off at its next replacement.

Do I need a permit to fix part of my roof in Bushnell?
Maybe. Florida's building code requires a permit to repair a building but lets ordinary minor repairs proceed without one when the building official approves (FBC-Building 105.2.2). In Bushnell that official is at Sumter County Building Services, which took over as the city's primary point of contact for permits and inspections on April 1, 2025, so ask the county before the work starts. Repairs past the 25 percent line need a re-roof permit for the section.
