It enforces the 2023 Florida Building Code, Eighth Edition, in effect since December 31, 2023, against a 135 mph design wind criterion. A plan drawn now for a 2027 start may need a second look, since the Ninth Edition governs applications from the last day of 2026.

    Framing

    The framing inspection lists trusses, bracing and connectors and comes after the roof structure, fireblocking and bracing are complete.

    Sheathing and dry-in

    Roof sheathing goes down with ring-shank nails, RSRS-03 in most cases, and the sheathing inspection covers the panels, their fasteners and the roof dry-in, together or separately.

    Wall coverings and soffit

    An in-progress inspection of exterior wall coverings and soffit comes before the roofing inspection. Since the 2007 code, soffits must resist the same wind loads as walls, and FEMA advises fastening the panels at the wall and at the fascia.

  4. 04

    Roofing and final

    Dry-in, insulation, roof covering and flashing are inspected, then the house gets its final.

Three design choices belong on the plans. Pick the dry-in method from the code's three options: a fully adhered ASTM D1970 membrane, taped deck joints under an approved underlayment, or two layers of qualifying felt-type underlayment. Collect the Florida product approval numbers for the roofing. And if the eaves project less than 6 inches, draw gutters with downspouts that discharge at least a foot from the wall.

If I apply for a Bushnell building permit in January 2027, which code applies?

The Ninth Edition. The Florida Building Code's 2026 edition becomes effective December 31, 2026, and permit applications and plans submitted on or after that date must comply with it. An application filed before then stays under the 2023 Eighth Edition that Sumter County Building Services enforces now. With only 11.4 percent of Bushnell's homes built since 2010, a house permitted in 2027 will be among the newest in town and built to the newest text.

How soon after closing should a new Bushnell roof be checked?

Within the first year. Since July 1, 2025, section 553.837 of Florida law has required a builder to stand behind a newly built home for one year after title first passes to the buyer or after first occupancy, whichever comes first, for defects in equipment, material or workmanship that cause a material violation of the Florida Building Code. Normal wear and tear, settling, damage the owner causes and acts of God such as a natural disaster are left out. For a Bushnell house, the Sumter County permit file shows when the roof passed final inspection.

Who may put the roof on a new house in Bushnell?

Florida's contractor law splits it by material. A builder holding a general, building or residential contractor's license may lay asphalt or fiberglass shingles itself, but only on a new building it is constructing (section 489.113(3)(b)); tile, metal and membrane roofs go to a roofing contractor holding a state certificate or registration. The owner, or the contractor with the owner's written authorization, may also use a private provider for plans review or inspections under section 553.791, but the permit for a Bushnell house still comes from Sumter County Building Services.
