Site-built or mobile: which roof rules a Bushnell home falls under

For a house on a homeowner's policy, section 627.7011(5) does two things. An insurer may not refuse or non-renew solely because the roof is under 15 years old. Once it reaches 15, the insurer must let you have an authorized inspector check it, at your expense, before requiring a new roof, and age alone cannot end the policy if that inspection finds 5 or more years of useful life left.

Mobile homes, 768 of Bushnell's 1,524 housing units, sit outside that law: a Florida Senate staff analysis notes that it does not apply to mobile home policies. Citizens Property Insurance still requires a 4-point inspection, covering electrical, plumbing, HVAC and roof, on dwelling and mobile home applications for properties more than 20 years old.

Age puts most of the town past both lines. The median Bushnell home dates to 1983 and 79.6 percent were built before 2000; in 2026, anything built before 2006 is past Citizens' 20-year mark. Citizens also wants proof of five years' remaining life on a soft roof such as shingle older than 25 years, or a hard roof older than 50.

The forms

What a wind mitigation form can record on a 1983 Bushnell house

The state's wind mitigation form, OIR-B1-1802 (Rev. 04/26), took effect April 1, 2026 and stays valid up to five years if nothing material changes. Its first question is the code era, and a 1983 house predates every Florida Building Code edition the form lists, so on an older house the credit-earning answers come from the roof itself:

  • Roof covering: the type and its Florida or Miami-Dade product approval.
  • Deck attachment: graded from A (staples or 6d nails) up to C (8d nails at 6 inches or less in the field).
  • Roof-to-wall: the weakest connection counts, from toenails up through clips and wraps.
  • Roof shape: a hip roof qualifies when non-hip features are no more than 10 percent of the perimeter.
  • Secondary water resistance: plain underlayment does not count; a fully adhered membrane or taped deck seams do.

A re-roof to today's code can change several of those answers at once, because R908.7 brings the deck nailing and the secondary water barrier with it. Sumter County's 135 mph criterion sits in the form's Region 2, though the inspector uses the design speed for your exact address. The state's notice says the discounts apply only to the hurricane-wind part of a policy and are not added together.

Does Florida's 15-year roof law help if my Bushnell home is a mobile home?

No. A Florida Senate staff analysis notes that section 627.7011(5), the law that limits age-based refusals and gives a homeowner an inspection right once a roof turns 15, does not apply to mobile home policies, and 50.4 percent of Bushnell's housing units are mobile homes. Citizens still requires a 4-point inspection on mobile home applications for properties more than 20 years old, so ask your insurer which form it wants.

What does an inspector look at in a Bushnell attic?

The things you cannot see from the yard: how the roof deck is nailed, what ties the roof to the walls, and whether a secondary water barrier is present, all documented with photos for the wind mitigation form.
