The county's 135 mph design wind criterion is where a commercial roof's engineering starts. The building code requires roof decks and coverings to be designed for its Chapter 16 wind loads, and mechanically attached or adhered membranes must resist the component-and-cladding pressures of section 1609.

Coatings come with rules of their own. Florida's contractor law puts any coating sold to protect, repair, waterproof, stop leaks or extend a roof's life inside the roofing contractor's scope, and the building code ties each coating type to a standard, such as ASTM D6083 for acrylic and D6694 for silicone.

Rooftop equipment is the third item. A local government may not force an existing rooftop unit up to current code, except during reroofing when the unit is being replaced or moved and is not compliant (FBC-Building 102.8). On a Bushnell building, plan any HVAC change together with the re-roof.
