Florida adopted one statewide code after Hurricane Andrew showed the local system was not enough, and it replaced local rules on March 1, 2002. A Bushnell house from 1983, the town's median year, was decked under the old system, and a re-roof is when the current code looks at that deck again.
Once the covering is off a plywood or OSB deck, Table R908.7.1.2 sets the fix. Where staples or 6d nails hold the panels, at any spacing, extra ring-shank nails go in at 6 inches or closer. Existing 8d nails already at 6 inches or closer need nothing more, and 8d nails spaced wider get filled in to 6. The added nails are at least 2-1/4 inches long with a 0.113-inch ring shank.
Then comes the secondary water barrier, required whenever a covering is removed and replaced (R908.7.2). The code accepts a fully adhered ASTM D1970 membrane, taped deck joints under an approved underlayment, or two layers of qualifying felt or synthetic. Both upgrades trace to section 553.844(3), which told the Florida Building Commission to require them on re-roofs of site-built single-family homes by October 1, 2007.
A full tear-off is required anyway if the roof already carries two or more layers, is water-soaked or too deteriorated to serve as a base, or is tile, slate or wood shake underneath (R908.3).
