New construction roofing in Pasco County, FL

Homes built in 2010 or later make up 17.7 percent of Pasco County's housing, and that share is still growing. The county added 112,607 people between April 2020 and July 2025, by the Census estimate. Every new roof in that wave goes through a permit, a set of staged inspections and a code edition that changes at the end of 2026.

Pasco County grew 20.0 percent from April 2020 to July 2025, so new roofs are permitted under the 2023 Florida Building Code, Eighth Edition. Under the Ninth Edition, any application filed on December 31, 2026 or later is held to its requirements. Roofing products need statewide approval, and the roof is inspected at dry-in and again at final.

How fast Pasco is building, and where

Pasco County's population estimate rose from 561,909 to 674,516 between April 2020 and July 2025. That is a 20.0 percent gain, the fourth-largest numeric gain among the Florida counties in the Census file we used. Roofers and builders compete for the same crews and the same inspection slots.

The new homes cluster in particular places. In Wesley Chapel, 33 percent of housing units were built in 2010 or later, and in Trinity the share is 30 percent. Older west-coast communities look different: Elfers is 77 percent pre-1980 stock and Holiday is 64 percent.

The county-wide median build year is 1992, so new roofs are a minority of what Pasco roofers see. Statewide builder rules and the permit process still apply the same way to a single infill house in Dade City as to a subdivision in Wesley Chapel.

Code edition

Which edition of the code your replacement roof has to satisfy

Since December 31, 2023, the Eighth Edition of the 2023 Florida Building Code has been in force. It governs permit applications now. The Ninth Edition becomes effective on December 31, 2026, and the code says plans submitted on or after that date must comply with it.

That date matters if you are still choosing a builder or finishing plans. An application filed in late 2026 is judged under the Eighth Edition. The same plans filed in January 2027 are judged under the Ninth. Ask your builder which edition the permit set was filed under.

Pasco County is not in the High-Velocity Hurricane Zone, which the code limits to Broward and Miami-Dade. A Miami-Dade Notice of Acceptance is not the standard Pasco paperwork. The statewide Florida product approval number is.

Roof assembly

Deck, underlayment and product approval requirements

Roof sheathing on a new Florida house is fastened with ring shank nails. The residential code names ASTM F1667 RSRS-03 nails, 2 1/2 inches long, for most sheathing. Thinner 15/32-inch sheathing may use RSRS-01 or RSRS-04. Smooth nails are not on that list.

The dry-in has three code options. You can cover the whole deck with self-adhering polymer-modified bitumen underlayment. You can tape every deck joint with a strip at least 3 3/4 inches wide, then cover the roof with an approved underlayment. Or you can lay two layers of felt-type underlayment with capped ring or deformed shank nails.

Drip edge goes on at eaves and gables, over the underlayment on shingle roofs. Nails run at most 12 inches apart. They run at most 4 inches apart where the design wind speed is 110 mph or more or the mean roof height is above 33 feet.

Statewide product approval is compulsory for roofing products. Only products that have received approval may be marketed as providing hurricane or impact protection. Look up any product by its FL number in the Florida Building Commission search. Tile on a new home follows the manufacturer's instructions or the FRSA/TRI Florida High Wind tile manual, Seventh Edition.

Build sequence

Scheduling the roof and the inspections

Inspections run in a set sequence: foundation first, then framing, sheathing, exterior wall coverings with soffit, roofing, and finally the closeout. The sheathing inspection can be done with the dry-in or separately at the contractor's request. What the roofing inspection checks: whether the structure is dried in, the insulation, the roof coverings, and the flashing.

Permits are issued by Pasco County Building Construction Services, with Central Permitting offices in New Port Richey, Dade City and Land O' Lakes and the Pasco Gateway portal. Work that has not begun within 6 months of issuance voids the permit. It also lapses if work stops for 6 months, and an application is abandoned 180 days after filing unless pursued.

Before the first inspection takes place, the Notice of Commencement must be recorded. The code says skipping it can mean paying twice for the improvements. A builder who is also a certified roofing contractor may install asphalt shingles on a new building of its own construction. Tile, metal and membrane go to a certified or registered roofer.

The owner, or the owner's contractor with written authorization, may also hire a private provider for plans review or inspections under Fla. Stat. 553.791. Since July 1, 2025, the builder must warrant a new home for 1 year against code-violating defects in materials or workmanship, excluding natural disasters.

Which building code applies to a new roof in Pasco County?

The 2023 Florida Building Code, Eighth Edition, applies to permit applications now. It took effect December 31, 2023. The Ninth Edition becomes effective on December 31, 2026, and plans submitted on or after that date must comply with it. Who issues the roofing permit on a new Pasco home?

Pasco County Building Construction Services issues it. The county runs Central Permitting offices in New Port Richey, Dade City and Land O' Lakes, and applications go through the Pasco Gateway portal. Should work fail to start within 6 months after issuance, the permit is no longer valid. Confirm current submittal requirements with the building office before your builder files.

New Pasco roof decks and underlayment are checked in two county inspections. The sheathing inspection covers the deck, fasteners and dry-in, and the code requires ring shank nails such as the 2 1/2-inch RSRS-03 type. Your inspection checks the dry-in, insulation, roof coverings, and flashing. For underlayment, the code offers three options, including a full self-adhering membrane or two fastened felt layers. Pasco County counts 561,891 people in the 2020 Census, so this inspection work touches a large local building market. Your builder schedules both inspections with the county.

Does a new Pasco roof need an approved product?

Yes. Roofing is a mandatory category under Florida's statewide product approval, so the roofing materials on a new Pasco roof must carry a Florida approval. Pasco County is home to a large and growing population, with 561,891 people counted in the 2020 Census. You can search the Florida Building Commission database by FL number or manufacturer to confirm a product's approval. A Miami-Dade Notice of Acceptance is a separate system aimed at Miami-Dade County, so it does not replace the Florida approval. Ask your builder for the approval numbers before the roof goes on, and keep them with your permit papers.

Can my builder install the shingles on a new Wesley Chapel home?

Only in a narrow case. Florida law lets a general, building or residential contractor install asphalt or fiberglass shingles itself on a new building of its own construction. Installations of tile, metal, or membrane roofing must be performed by a contractor holding certified or registered status. Wesley Chapel has 33 percent of its housing units built in 2010 or later, so this question comes up there often. Ask who holds the roofing license.
