Zephyrhills adds a step for older buildings. A Certificate of Appropriateness is required before a building permit for repairs to contributing structures in its historic district. Dade City and St. Leo also have National Register districts, so check with the building office if your home is in one.

File a Notice of Commencement, then display it at the site before the first inspection takes place. Overlooking the permit card could leave you covering the cost of the same work a second time. Also watch the clocks: a permit lapses if work does not start within 6 months of issuance.

Code triggers

Deck nailing, tear-off and the 25% rule

Florida law counts required roof-deck attachment and replacement of wood sheathing as part of roofing work. If the deck under your 1992 shingles is soft or poorly fastened, expect it to be fixed during the replacement, not skipped.

The 25% rule decides how much has to be redone. Unless the entire section is being replaced, repairs or replacements can cover at most 25 percent of a roof section within any 12-month span. If your roof was last redone to the 2007 code or later, only the repaired part must meet current code.

Pasco's median home was built in 1992, but that says nothing about the roof, and a roof falls under the 2007 exception only if that roof was built, repaired or replaced in compliance with the 2007 Florida Building Code or later, which took effect March 1, 2009. What is the 25% rule for a Pasco re-roof?
