New construction roofing in Shady Hills, FL
Only 7.6 percent of homes in Shady Hills were built in 2010 or later. That is a small share of newer stock, so most roofing work here touches older decks and older framing. Knowing which code edition and inspection steps apply to your project helps you plan the roof with your build.

Code and timing
Shady Hills roofs fall under which code when you install a new one
Permits for roofs in Shady Hills go to Pasco County Building Construction Services, since Shady Hills is unincorporated. Check current requirements with the permitting office before you apply.
At present, roofing projects in Florida must follow the 2023 Florida Building Code, Eighth Edition. Beginning December 31, 2026, the Ninth Edition applies, so any application filed on or after that day has to meet its terms. If your roof permit is on the calendar near that date, confirm the edition with the building office first.
Roof assembly
Decking, underlayment and drip edge on new roofs
Roof sheathing must be fastened with ring shank nails of defined size, and the nail type depends on sheathing thickness. Many homes here are older, so a tear-off often exposes decking that needs repair before the new roof goes on. The roofing contractor owns that repair under the scope of its license.
- Either self-adhering polymer-modified bitumen laid across the full deck, or
- A 3 3/4-inch membrane strip over each deck joint with an approved underlayment, or
- Two layers of approved felt, nailed 12 inches on center in the field and 6 inches at laps.
Drip edge at the eaves and gables must be nailed no more than 12 inches on center. In higher-wind conditions the spacing tightens to 4 inches. Ask your roofer which spacing applies to your roof height and design wind speed.
Inspections
Scheduling the roof with inspections and the builder
Inspections run in order: foundation, framing, sheathing, exterior walls and soffit, roofing, and final. Inspectors look at the dry-in, insulation, roof covering and flashing during a roofing inspection. Schedule the roof work so the sheathing inspection comes before shingles or tile go on.
A permit expires if work does not start within six months of issuance, or if it stalls for six months. A permit stays open only if it has cleared an inspection within the last 180 days. Confirm these dates with the building office when you schedule the roof.
A builder must warrant a newly built home against code-violating defects for one year. The warranty excludes wear and tear and damage from natural disasters, so the one-year period is no substitute for a roof inspection.

In Shady Hills, where 48 percent of housing units are mobile homes, the code gives three dry-in options for shingle and metal roofs, and you must choose one. Who may install a roof on a new home in Shady Hills?
In Shady Hills, a builder may install asphalt shingles only on its own new building, and tile, metal and membrane roofs must go to a certified or registered roofing contractor. Shady Hills has 4,457 housing units by the American Community Survey estimate, so many of these projects involve different builders. Unless it holds that certification or registration, a general contractor cannot market itself as a roofer. Ask to see the roofing license before work begins.
