Where Pasco roofs fail in a storm
Hurricane Ian crossed Pasco in 2022 with gusts of 50 to 65 mph. Damage was described as mostly minor and limited to shingles and downed trees. That matches what repair crews see after moderate wind: loose, creased or missing shingles, usually along edges and ridges.
Hurricane Milton brought gusts of 55 to 65 mph and 14.94 inches of rain near Dade City. Rain that heavy finds every weak seam. Federal storm assessment teams found that roof covering damage from wind is a primary source of water getting into homes.
Ridge vents deserve a look after any storm. Federal teams found that losing a ridge vent can open a large hole in the roof deck, and one example house had ceilings collapse though only the ridge cap and vent were gone. Flashing is the other usual leak point: wall junctions, chimneys, vent pipes and valleys.
Repair or replace
Repair or replace: the 25% rule in Pasco
Florida law defines roof repair as renewing part of an existing roof to maintain it. Replacement means removing the covering, fixing any damaged deck and installing new material. The line between them is set by the 25% rule in the Florida Building Code.
The rule limits repairs, replacement or recovering to 25 percent of a roof or roof section in any 12-month period. Go past that and the whole section must be redone. There is an exception: if the roof was built or redone to the 2007 Florida Building Code or later, only the repaired part must meet current code.
Age matters here. The median Pasco home was built in 1992, which suggests many original roofs are past 25 years old. If a roof is worn across the whole slope, patching it often costs you the 25% allowance without fixing the real problem.
After the storm
What to do after a storm, safely
Stay off the roof. NOAA lists 7 lightning events in Pasco zones from 2016 to 2025, several of them house or building fires, and wet shingles are slick. NOAA also lists 12 tornadoes and 24 thunderstorm-wind reports in the same years, so storm days here are not rare.
Inspect from the ground and from inside the attic. Look for missing or curled tabs, bare asphalt, exposed felt, soft decking and stains on ceilings. Photograph what you find with the date, then tarp only if you can do it from a ladder at the eave, not on the slope.
Permits for repairs run through Pasco County Building Construction Services, with offices in New Port Richey, Dade City and Land O' Lakes. Small repairs may be approved without a permit at the building official's discretion, so ask first. Zephyrhills also requires a Certificate of Appropriateness for repairs to contributing structures in its historic district.

Under Florida Statute 489.147, a roofing contractor may not offer you anything of value for an inspection or a claim. A contractor also may not advise on what your policy covers unless licensed as a public adjuster. Ask your insurer or agent about coverage before you sign.
Mind the clock on claims. A new or reopened property claim must reach your insurer within 1 year of the loss, and a supplemental claim within 18 months. Pasco has had six FEMA-declared hurricane disasters since 2016, so many owners have older damage to check.

Not more than 25 percent of a roof or roof section in any 12-month period. Past that, the whole section must be replaced or recovered. If your roof was built or redone to the 2007 Florida Building Code or later, only the repaired portion must meet current code, and local governments cannot change that exception.
