Which Florida Building Code edition your permit faces

Wesley Chapel is an unincorporated community, so Pasco County Building Construction Services handles the roof permit. The 2023 Florida Building Code, Eighth Edition, has applied since December 31, 2023. The Ninth Edition takes over for applications submitted on or after December 31, 2026.

The filing date decides the edition, not the day work starts. A builder who files in December 2026 can end up under a different set of rules than one who files in January. Ask the builder which edition the plans were submitted under.

A permit also expires if work does not begin within 6 months of issue. It lapses again if work stops for 6 months. An approved inspection within 180 days counts as active progress, so keep the roof moving.

Deck, underlayment and approved products on a new roof

The roof sheathing must be nailed with ring shank nails of the size the residential code names, ASTM F1667 RSRS-03. Sheathing 15/32 inch or thinner may use RSRS-01 or RSRS-04 instead. The framing and sheathing inspections check this before any covering goes down.

For shingle or metal roofs, the code gives three ways to dry in the deck. Your builder can use a self-adhering membrane across the whole surface. Tape over every deck joint with an approved underlayment on top also qualifies. The third is two layers of felt-type underlayment, with cap nails set closer together along the laps.

Statewide product approval is mandatory for roofing in Florida. The shingles, tile or metal panels on your Pasco County permit should carry approval numbers you can look up in the Florida Building Commission search. Wesley Chapel is not in the High-Velocity Hurricane Zone, which covers only Broward and Miami-Dade, so a Miami-Dade Notice of Acceptance is not what your plan reviewer asks for.

  • Shingle drip edge is nailed over the underlayment along eaves and gables.
  • Drip edge nails run at most 12 inches apart, and 4 inches apart where design wind speed or roof height calls for it.
  • Tile follows the manufacturer's instructions or the FRSA/TRI Florida High Wind tile manual, over solid sheathing.
