Which code edition governs a Bayonet Point build
Bayonet Point is an unincorporated place, so Pasco County Building Construction Services issues your roof permit. The edition that applies depends on when you submit. The Ninth Edition applies to every permit application filed on or after December 31, 2026. Applications submitted before that date are governed by the 2023 Eighth Edition.
Roofing is a mandatory statewide product-approval category, so every roof covering on your permit needs an approval number. Bayonet Point is not in the High-Velocity Hurricane Zone, which covers only Broward and Miami-Dade, so Miami-Dade NOA paperwork is not the standard here.
Record your Notice of Commencement and post it on site before the first inspection. According to the permit card, leaving it out may leave you paying for the same work a second time. Also watch the clocks: a permit lapses if work does not start within 6 months of issue.
What gets built
What a new roof includes: the deck, the underlayment and the drip edge
Roof sheathing on a new home is nailed with ring shank nails, 2 1/2 inches long and 0.131 inch thick for most decks. Inspectors check the fastening before anything covers it. For shingle and metal roofs, the code gives you three dry-in methods.
- Self-adhering polymer-modified bitumen over the entire deck.
- A strip of that membrane at least 3 3/4 inches wide over every deck joint, then approved underlayment over the whole roof.
- Two layers of felt-type underlayment, fastened 12 inches apart in the field and 6 inches apart at laps.
Drip edge goes over the underlayment at eaves and gables, fastened at most 12 inches apart, or 4 inches apart where design wind speed reaches 110 mph or the roof stands over 33 feet. Where eaves project less than 6 inches, the code requires gutters with downspouts, and each downspout has to discharge at least 1 foot away from the wall.

Scheduling the roof with the build
Inspections run in the order the code lists them: foundation, framing, sheathing, exterior wall coverings, roofing, and finally the final inspection. The sheathing inspection can be separate or part of a dry-in check. The roofing inspection covers dry-in, flashing and roof coverings, so plan the roofing crew right after sheathing passes.
Installing asphalt shingles itself is allowed for a general contractor only on a new building that it built. For tile, metal and membrane work, you need a certified or registered roofing contractor. You may also let a private provider handle plans review or inspections, if you authorize it in writing.
Builders now owe a 1-year warranty on new homes for code-violating defects in material or workmanship. Normal wear and natural disasters are excluded.

Can my builder install the shingles himself?
Only on a new building of his own construction, and only asphalt, fiberglass or wood shingles. A certified or registered roofing contractor is required for any tile, metal or membrane roof. A general contractor also may not advertise as a roofer without that license. For context on the scale of local building, the 2020 Census counted 13,286 housing units in the area, so plenty of homeowners face this same question when a builder offers to handle the roof. Ask who will hold the roofing permit work before you sign.

Does the 25 percent roof rule apply to a brand-new roof?
Not at first. The rule limits repairs or replacement to 25 percent of a roof in 12 months before the whole roof must be replaced. Its exception covers a roof built or replaced under the 2007 Florida Building Code or later, which a new Pasco County roof will be. Only the repaired part must meet current code.
