Which code edition your new permit falls under

The Eighth Edition of the Florida Building Code has applied to new permits since December 31, 2023. The Ninth Edition takes over on December 31, 2026. Every permit application and set of plans submitted on or after that date must meet the new edition, so the filing date decides which rules your roof follows.

The City of New Port Richey Building Division handles construction review, permitting and inspections inside the city limits. It is the office to ask about timing. Pasco County as a whole added about 112,607 people from April 2020 to July 2025, so plan on busy review queues.

Owners can choose a private provider for plan review or inspections. Florida law lets the owner, or the owner's contractor with written authorization, do this at any time. A private provider must be a licensed building code administrator, engineer or architect.

Roof build

Deck, underlayment and product approval for a new roof

Roof sheathing is nailed with ring shank nails, 2 1/2 inches long. The code names ASTM F1667 RSRS-03 nails, with RSRS-01 or RSRS-04 allowed where the sheathing is 15/32 inch or thinner. Ring shank nails grip better than smooth ones, which matters in the wind that came through during Helene, when a gust of 56 mph was recorded near New Port Richey.

Shingle and metal roofs get one of three dry-in methods. One is self-adhering underlayment over the whole deck. Another is a strip of membrane or tape, at least 3 3/4 inches wide, over every deck joint, then underlayment over all of it. The third is two layers of felt-type underlayment, nailed 12 inches apart in the field and 6 inches apart at laps.

Roofing falls under mandatory statewide product approval. The permit application should list the approved product, and you can look up any approval number in the Florida Building Commission search. A 2018 tornado here left some homes with shingles and roofing felt blown off, which shows why the underlayment step is not optional.

Inspections

Fitting the roof into the build schedule

Your New Port Richey inspector will sign off roof work in two steps. First comes the sheathing inspection, covering roof and wall sheathing, fasteners and the dry-in. Later the roofing inspection checks dry-in, insulation, roof coverings and flashing, ahead of the final.

A general or residential contractor may install asphalt or fiberglass shingles on a new building of its own construction. Tile, metal and membrane go to a certified or registered roofing contractor. Record the Notice of Commencement and post it at the job before the first inspection, or you risk paying twice for the work.

Permits expire if work does not start within 6 months of issuance. They also lapse if work stops for 6 months, so build the roofing date into the schedule early. Gutters with downspouts are required where eaves project less than 6 inches, and downspouts discharge at least 1 foot from the wall.

Do most New Port Richey homes have new roofs?

No. Only 5.5 percent of homes here were built in 2010 or later, and 51 percent were built before 1980. That suggests a new-construction roof in the city is uncommon and many existing roofs are old. Growth is stronger elsewhere in Pasco County, where 33 percent of Wesley Chapel's housing units are from 2010 or later. For a house you are building in New Port Richey, the city Building Division issues the permit and does the inspections.

Which Florida Building Code applies to my new roof?

The edition in force on the day you submit your permit application applies. The Eighth Edition, effective December 31, 2023, governs until then. Applications and plans submitted on or after December 31, 2026 must follow the Ninth Edition. If your plans might be filed near that date, ask the New Port Richey Building Division which edition your submittal will fall under.

Can my general contractor put the shingles on my new house?

Sometimes. Florida law lets a general, building or residential contractor install asphalt or fiberglass shingles on a new building of its own construction. For tile, metal or membrane, the work must go to a certified or registered roofing contractor, and a general contractor may not advertise as a roofer without that roofing certification or registration. In New Port Richey, where only 5.5 percent of homes date from 2010 or later, ask the Building Division who is listed on your roofing permit.

What warranty does a builder owe on a new home's roof?

Since July 1, 2025, a builder must stand behind a newly built home for 1 year against defects in equipment, material or workmanship that cause a material Florida Building Code violation. The clock starts at conveyance of title or initial occupancy, whichever comes first. It excludes normal wear and tear, owner-caused defects and acts of God such as a natural disaster.
