What the code requires

Code edition, deck and underlayment on a new roof

Holiday permits today fall under the Eighth Edition code that began December 31, 2023. Plans filed with Pasco County on or after December 31, 2026 move to the Ninth Edition. If your submittal lands near that date, ask the county which book it will be reviewed under.

For the deck, the residential code names ring shank nails, 2 1/2 inches long and 0.131 inch thick, for roof sheathing. For shingle or metal, the dry-in has three options: a fully self-adhering underlayment, tape over every deck joint plus underlayment, or two layers of felt with set nail spacing.

Roofing falls under mandatory statewide product approval, and the permit lists your products. Holiday is nowhere near the High-Velocity Hurricane Zone, which covers only Broward and Miami-Dade, so Miami-Dade notice numbers are not a Holiday requirement. On a new building of its own, a builder can put down asphalt shingles without a roofing subcontractor. Other roof types need someone holding a roofing certificate or registration.

Pasco's inspector sees your new house in a fixed order: foundation first, then framing, sheathing, exterior wall coverings and soffit, the roof, and finally the closing inspection. Sheathing may be combined with dry-in. The roofing visit looks at the dry-in, insulation, roof coverings and flashing. Book your roofer once the sheathing passes.

Your Holiday permit lapses if no work begins in the first 6 months, or if the job sits idle for 6 months. The permit card also warns about the Notice of Commencement: recording it and posting it on site before the first inspection avoids a risk of paying twice.

Holiday saw 5.05 inches of rain from Hurricane Eta in 2020, the highest Pasco total. A dried-in deck before wet weather matters in this area.

What is the 25% roof rule in Florida?

The rule limits repairs: once more than 25 percent of a roof section is touched in 12 months, the entire section needs new covering. An exception exists for a roof built or repaired under the 2007 Florida Building Code or later. A brand new Holiday roof falls under that exception, though only 3.3 percent of homes here date from 2010 or later.

Does a new Holiday home come with a builder warranty?
