Identifying the code edition that governs a new roof permit
The code currently in effect is the 2023 Florida Building Code, Eighth Edition. Starting December 31, 2026, any permit application or plan filed on or after that date has to comply with the Ninth Edition. A new roof filed in mid-2026 is judged under the current edition, while one filed in January 2027 is not.
Because San Antonio permits run through the Dade City office, confirm the filing date and edition with that building department before you sign a contract. A permit that sits too long can also lapse. Under the code, a permit goes invalid if work does not start within 6 months of issuance.
What the inspector checks

Roof sheathing has to be fastened with ring shank nails of a specified size, and the code names the nail types allowed for thinner sheathing. Dry-in must follow one of three underlayment methods. The roof must be dried in before the roof covering goes on, which is why the sheathing inspection can happen as part of a dry-in check.
- If eaves stick out less than 6 inches, you need gutters, and the downspouts must empty at least 1 foot away from the wall.
- Shingle drip edge at eaves and gables is nailed at 12 inches on center, or 4 inches where wind speeds are higher.
- Tile goes only over solid sheathing and must follow the manufacturer's instructions.

Schedule the roof after framing and sheathing are complete and inspected. The roofing inspection covers dry-in, insulation, roof coverings and flashing, so the roof covering cannot be checked until those layers are in. Your roofer should know which stage is next before the crew arrives.
Who does the work also matters. A builder may install asphalt shingles on its own new building, but tile, metal and membrane work must go to a certified or registered roofing contractor. A builder must warrant a newly constructed home for one year against material violations of the code, starting from the conveyance or occupancy date, whichever is first.
